Te judge established that the Executive could not prohibit slot machines in the permits granted for new casinos, nor in the renewal of existing ones, since the Supreme Court clarified in 2016 that these machines qualify as “number or symbol raffles” that depend on chance and are therefore allowed by the gambling law. Tis law has remained intact since 1947. As the current administration has no intention of introducing an updated gambling law the government will in all likelihood leave it up to the Supreme Court to review rulings that allow casinos not only to install new slot machines, but also to expand to card games, roulette, and craps tables. City mayor Claudia Sheinbaum has emphasised that the policy prohibiting the granting of new permits or the opening of casinos remains unchanged. Rather her government will focus on cracking down on corruption in the industry.
