GLI Navigating Surges in Demand
At ICE Barcelona 2025, Gaming Laboratories International (GLI) executives James Boje, Managing Director of GLI EMEIA, and James Maida, President & CEO of GLI, provided
insights into the company’s response to the evolving global gaming landscape, particularly the surging demand for testing and certification, globally and especially in Brazil.
Te transition of Brazil’s online gaming and sports betting market into a live regulatory environment occurred at the end of 2024 as a result of a planned regulatory development process that initiated with the approval of the law that establishes the legal bases for this industry in 2018. Tis rapid shift led to an unprecedented surge in demand for testing and certification services. “Most of our EMEIA customers submitted games for approval in Brazil,” explained Boje. “Te demand from clients has been unprecedented. Fortunately, we have been staffing up ahead of the demand, ensuring we are able to deliver on time, on budget, and with the highest quality.”
Te sheer volume of submissions required GLI to expand rapidly. “We recruited over 100 new staff members before Christmas and continue to hire another 140 post-Christmas,” Boje stated. “It’s a continuous challenge to meet the expectations of our customers.” Additionally, adapting to regulatory standards in new markets always presents challenges for both developers and testing labs.
Beyond existing suppliers, new market entrants are also seeking certification, adding to the growing demand. “Brazil is still going to grow, but what's next? Tere are several markets across Europe and Africa that could be another Brazil,” Boje speculated. “Tere are several online land-based markets that are undeveloped and reviewing their regulatory framework. Tat review will allow them to

grow and expand their gaming markets especially across the Africa region and potential to become one of the largest gaming markets.”
GLI’s approach is to ramp up staffing as necessary, but the unpredictability of regulatory shifts makes long-term workforce planning a challenge. “Our view has been that we can’t hire engineers and have them sit idle waiting for regulations to finalise. We have sought to scale up in response to market needs,” Boje noted. “However, such is demand that we now need to be ready and ahead of the game.”
SUSTAINED GROWTH AND STRATEGIC HIRING
Echoing Boje’s sentiments, Maida reinforced the company’s commitment to sustainable growth and operational efficiency. “On time, on budget, and with the highest quality —that’s our mantra,” Maida asserted. “We cannot be on time if we don’t have enough testers.”
To meet the demand, GLI has made significant investments in staffing and infrastructure. “As of the ICE Barcelona show, we’ve hired 117 new testers since August 1st,” Maida stated. “We’ve expanded our real estate, adding a building in the UK, upgrading our facilities in South Africa, and doubling our space in Bulgaria.”
