In recent years, Croatia’s eCommerce market has expanded to a value of US$1.2 billion, with an impressive annual growth rate of 9–10% projected through 2027. Tis rapid development is driven by changing consumer behavior, a strong retail ecosystem, advanced payment solutions, and innovative advertising strategies.
By 2023, 2.9 million Croatians were actively shopping online, representing a penetration rate of 64.5% and an average revenue per user (ARPU) of US$509. With penetration expected to rise to 69% by 2027, the market still holds significant growth potential.
Smartphones have become the dominant tool for online shopping, as 98% of young Croatians access the internet via mobile devices and primarily use them for purchases.
Despite relatively low credit card adoption at just 21%, local payment gateways such as WSpay, T-Com, and CorVus lead the market, while mobile banking apps issued by domestic banks are steadily gaining popularity.
Te sector’s expansion is further fueled by strong domestic platforms like eKupi, Konzum, and Emmezeta, which compete

alongside global players such as Amazon, eBay, and AliExpress. Additionally, cross- border payment solutions like Nikulipe are making international transactions more seamless, catering to the increasing number of global shoppers.
INTERNET COMMUNICATION
Facebook was the leading social media website in Croatia in 2024, with a share of nearly 60% of all social media site visits. Instagram ranked second with almost 50% of all Croatian social media site visits, whereas TikTok was third.

Te licenses covering these verticals are limited by government auction, which is not currently open in Croatia. Gambling Regulator in Croatia announces the auction via local press and answers to all the applications of the auction’s participants within 30 days. As of the date of this article, there is no definitive information on the next auction to be announced. As of February 2025, the maximum number of licenses is limited as follows:
1. Sports betting (including online and land-based offerings) – 20 licenses.
2. Casino license (including online and land-based offerings) – 20 licenses.
3. Slot machine hall license – 55 licenses.
