Experiences of working with an ESCO


This article looks at the experiences and achievements of The Ottawa Hospital working with an Energy Service Company to realise energy reduction targets in a volatile continuously escalating energy market. It also evaluates the project’s positive impact on the environment, both the external environment through energy consumption reductions and enhancements to the interior working conditions.


The Ottawa Hospital (TOH) began looking at reducing its energy consumption from 1991 when a heat recovery heat exchanger was installed for boiler plant flue gases at the civic campus – sized to recover 12 mmBH thermal energy. In 1996 an audit of the civic campus lighting and steam traps was completed. Most of the recommendations were implemented, which resulted in significant gas savings. In 1998, three hospitals – the Civic, General and Riverside – were amalgamated under the new name ‘The Ottawa Hospital’ with total area of approx. 3M ft2

In 2001 an energy manager was hired whose primary role was to review utilities billing, establish a plan for energy savings and to prepare for the deregulation of the Ontario electricity market. An energy savings goal of approximately $2.5 million annually was established to upgrade the infrastructure. A request for proposal (RFP) was posted to secure an Energy Service Company (ESCO) partnership. The successful ESCO implemented $17 m worth of upgrades to lighting, HVAC controls, building envelope improvements and water saving measures. This resulted in the goal of $2.5 m being exceeded and was fully guaranteed. The final contract included a Measurement and Verification (M&V) component between the parties that would confirm the savings based on the whole building approach. TOH enjoyed annual savings at approx. 16M kWh, 1.7M m3 gas, 180K m3


water and


4K GJ steam. TOH received a total of $625,000 incentives from Hydro Ottawa/Enbridge Consumers Gas and NRCan (Natural Resources Canada) for the ESCO

project. Subsequent to the success of the project TOH continued to implement numerous other upgrades to save energy, improve performance and reinvest in the infrastructure; chiller and boiler replacements, lighting upgrades using emerging technologies and HVAC strategies to name a few. Government and utility incentives received for projects beyond 2005 has exceeded $500,000. The project used the 2002 energy use


profile as a baseline to measure and verify the proposed $2,512,428 annual savings against. The project took two years to finish. The M&V process for year one (5 Aug to 6 July) confirmed that the achieved savings were at 96.06% of the guaranteed savings ($2,413,438) as shown in Figure 1.


Brock Marshall


Brock Marshall, P. Eng, is the Director of Engineering and Operations for the Ottawa Hospital (TOH). Having spent 18 years with TOH and the former Ottawa Civic Hospital, he has progressed through the ranks of facilities management. After six years as a Project Manager in the development division, he moved forward into the maintenance department as a mechanical systems manager.


The positive impact of the project can be summarised as follows: • The TOH project has reduced the impact of the hospital on the environment by 8,185 tons of CO2

project through the recycling of fluorescent tubes and magnetic ballasts recovered 9.8 tons glass, 123 kg Aluminum, 154 kg phosphor and 1.02 kg mercury.


• The verified total energy savings to TOH was 125,739 GJ or 0.382 GJ/m2

• Guaranteed annual savings of $2,512,428. • Confirmation that health and safety regulations, industry standards and building code requirements were met for lighting levels and indoor air quality. • Savings of $488,617 in the first year


Faris Rashid


Faris Rashid gained P.Eng in 2003 Ontario, CEM & CMVP in 2006, and PMP in 2008. He is currently Energy Manager/Engineer at the Ottawa Hospital. He is a member of the Organization green team and has received five awards in teamwork. He has worked in research and university teaching and has published many papers in the field of HVAC, energy management, cogeneration and renewables.
