EUROPEAN LAW TRAINING

The European law training group has devised a structured series of courses designed to enable government lawyers to acquire and maintain an up to date and securely-based understanding of the theory and practice of European law.

In this programme, highly respected academics provide most of the teaching for the initial two stage theoretical training courses, while practising government lawyers are mainly responsible for designing and delivering the rest of the offering.

We recommend that you attend EU Core Course 1 (ECL1) before European Law Summer School (ECL2), and both of these before the Practical EU Law 1 and 2 (PEL1 and 2) courses, although we recognise that this is not always possible or practicable.

EU Core Course 1

Structured training in EU law 1

Core Course 1 is delivered by Professor Nick Grief of Bournemouth University, and provides an introduction to EU law. It covers the context of EU law, key legal concepts like direct effect and State liability in damages, and its judicial mechanisms. It also provides an introduction to the law of free movement and non-discrimination.

European Law Summer School

Structured training in EU law 2

This week-long programme is the centrepiece of the Government Legal Service (GLS) structured training programme in European law.

Areas covered include general principles, evolution of remedies, the Four Freedoms, social policy and justice and home affairs. Academics and practising government lawyers provide the teaching, which includes experiential learning, debate and discussion.

Attendance on EC Core Course 1 (ELC1) or its equivalent required.

Practical EU Law 1

This programme deals with practical aspects of EU law including the process of creating, interpreting and applying EU legislation. Areas covered include competence, legal basis, legislative procedures, general principles, fundamental rights, and domestic and European Court of Justice (ECJ) legal challenges.

Practical EU Law 2

Structured training in EU law 4

Delivered by government lawyers, this module covers the legal and practical issues that arise when EU legislation is implemented. It focuses in particular on the powers in section 2(2) of the European Communities Act 1972 and on the Government’s policy for implementation.

Procurement and State Aids

This programme supplements the introductory programmes on State Aids and Procurement delivered to departments by the Department for Business Innovation and Skills (DBIS) and the Office of Government Commerce (OGC). Through lectures and exercises, it will give practical advice to lawyers who are beginning to come across these issues in their daily work and need to be able to deal more confidently with them.
