The Top Management Programme
A leadership programme for senior managers.
The Prime Minister’s Top Management Programme (TMP) is the Cabinet Secretary’s flagship leadership development programme, designed to meet the unique needs of each participant. It is for those in senior management in the public, private and voluntary sectors with the recognised potential to reach the very highest positions. The programme seeks to support those who come on it not only in transforming their own organisations with imagination, courage and integrity but also in making a difference to the wider world in which those organisations operate. It is this ambition which directly underpins the international element of the programme. After attending TMP, you will become part of the distinguished and active group of over 2,000 TMP alumni, the vast majority of whom continue to meet regularly with their fellow participants for networking, challenge and support.
Participants are accepted onto TMP through a nomination process. Please contact Linda Norman for details of candidate requirements and the nomination process for all sectors. We also offer a limited number of bursaries for third sector participants.
This is an 18-day programme that takes up to eight months. It is made up of four modules and a pre-programme seminar.

A cross-sector leadership development programme for senior leaders
Open to Senior Civil Service (SCS) deputy directors and above, and their equivalents from across the wider public, third and private sectors. For those senior leaders wishing to develop their understanding of the challenges in 21st century organisations and the new leadership framework and skills required for improved service delivery.

Leadership Across Borders
A four country programme
This programme brings together 40 senior public servants from four nations to explore current public service challenges. It focuses attention on key themes with particular relevance to modern public service, specifically leading through complexity and crises; and leading for citizens, and leading large scale transformation.
The programme takes place in three different countries.

Change Tools for Senior Civil Servants
A leadership programme focused on the successful delivery of change
Designed for senior leaders or change agents planning and implementing organisational and/or local team changes. It covers strategy and change, enhancing communications, understanding resistance to change and how to overcome it. This interactive programme also gives you the opportunity to consider and plan how you need to develop as a leader to achieve change.
