Appendix Sample Facility Planning and Policy Documents for Emergency Preparedness Disaster Control Committee
The following personnel constitute the Disaster Control Committee within the facility. In the event of notifica- tion or an awareness of an actual or impending disaster affecting this facility, they are to report immediately to the Disaster Control Center unless their services are required to provide on-the-scene assistance in their area of responsibility: Administrator DON
Assistant DON Business manager Maintenance supervisor Food service supervisor
Environmental services supervisor Activity coordinator
All other personnel will remain in their normal working area, provide assistance where necessary, and await instructions from immediate supervisor.
Duties of Disaster Control Committee Personnel
1. Administrator a. Verifies nature and extent of disaster. b. Assumes control of all emergency actions within the facility. c. Assigns tasks to committee members. d. Augments departmental staff with any available personnel. e. Directs and initiates recall of off-duty personnel. f. Authorizes issuance of emergency supplies and equipment as needed. g. Orders evacuation of the facility, if necessary. h. Releases public information to the news media and the public, or delegates this.
2. Director of Nursing and Assistant Director of Nursing a. In the absence of the administrator, assumes control of duties listed above. b. Assigns nursing staff appropriately for best utilization. c. Initiates recall of nursing unit personnel as required. d. Supervises relocation of residents. e. Advises administrator of control of beds.
3. Business Manager a. Assists administrator in all areas needed. b. Supervises admission of residents. c. Assists in admission of residents. d. Ensures routine admitting and office procedures are followed insofar as possible. e. Keeps administrator informed.
4. Food Service Supervisor a. Serves simple but adequate meals to residents and staff. b. Insofar as possible, maintains food service to dining room and residents. c. Maintains contact with local suppliers. d. Maintains adequate supply of food on hand to serve for 3 days without resupply. e. Maintains a supply of disposable dishes and utensils sufficient for a period of 3 days of emergency feeding.
f. Keeps administrator informed.
5. Environmental Services Supervisor a. Continues normal housekeeping duties insofar as possible. b. Stands ready to issue linens and blankets as directed. c. Assists director/assistant director of nursing as required. d. Assigns housekeeping personnel as directed.
6. Activity Coordinator a. Assists in admission of residents. b. Notifies clergymen as required.
