21 The Ownership and Registration of Dogs


in Paderborn Garrison – New Arrivals Permission to keep domestic pets must be obtained from the Housing and Community Support Office (HCSO) prior to the family arriving in the Garrison. The location and type of quarter allocated will determine whether permission is granted.


Dog Regulations for North Westphalia (NRW) North Rhine Westphalia (NRW) still categorises certain dogs by their breed (see below). For residents of NRW the procedures and regulations are as follows:


a. The Federal Importation Ban still holds for NRW: Pitbull Terriers, Bull Terriers, American Staffordshire Terriers, Staffordshire Bull Terriers and any crosses of these breeds are not permitted to enter the country.


b. ALL dogs, irrespective of their breed, are to be registered with the HCSO within 2 days of their arrival in BFG. Permission to keep a dog in NRW must be obtained from the HCSO or the CO (for single personnel) before they arrive in station.


c. Category 1 and 2 (see below) dog owners must pass an Expertise Test in order to own their dog. These dogs must be on a leash and require muzzling, unless the dog has passed the requisite character test and the owner has a permit from the Stadt Vet to prove such. The permit must be carried at all times. These tests can be arranged via the Stadt Vet. No other dogs, irrespective of the breed or size require muzzling. Category 3 dog owners will be required to undertake a “Knowledge Test” unless they satisfy certain requirements (see Registration Process). This test can be done at any English speaking local German vet.


Category 1: Pitbull Terrier*, Bull Terrier*, American Staffordshire Terrier*, Staffordshire Bull Terriers*, Alano, American Bulldog, Bullmastiff, Mastiff, Spanish Mastiff (Mastino Espanol), Neapolitan Mastiff (Mastino Napoletano), Fila Brasileiro, Dogo Argentino, Rottweiler, Tosa Inu, Cross breeds of any of the above regardless of the breed crossed with. *These dogs must have been in NRW since 12 Apr 01. No others are allowed to be imported. The adoption from Tierheims (Animal Shelter) of Category 1 dogs by BFG personnel is NOT ADVISED. Any family or individual considering doing so should contact the Chief Services Liaison Officer on Herford Mil 3913. Should you own one of these dogs which you wish to bring into Germany, early contact with the Vetinary Officers at 1 MWD Regt is strongly advised.


Category 2:


Any dog that has demonstrated that it is dangerous, by aggressive behaviour or biting humans or animals. Any dog, irrespective of it’s breed, can be reclassified as a Category 2 dog at any point during the stay in BFG if necessary. HCSO, in conjunction with 1 MWD Regt, will decide on any necessary re-classification. Their decision is binding and final.
