Finances Paderborn Garrison One Stop Bank


The Garrison One Stop Bank is the official bank for the MOD and not a facility for personal banking. It does however provide the facility for individuals to utilise the tax free privileges that have been afforded the British Army through the Status of Forces Agreement (SOFA). The One Stop Bank is able to act as an Official Procurement Agency (OPA) which entitles it to purchase tax free goods and this entitlement is passed on to individuals.


The Petrol coupon outlets (NAAFI Max/ Barker Bks and Detmold) are where you can purchase petrol coupons and use the One-Stop Shopping or old style Mehrwertsteuer shopping system for the purchase of tax free goods. There are a number of rules that apply but they are all designed to make it a simple and effective method of purchasing tax free goods.


Tax Free Shopping


Mehrwertsteuer This is the German Value Added Tax (VAT) that is placed on goods and services. The VAT rate in Germany rose to 19% in January 2007.


Exceptions to the Tax Free scheme


There are exceptions to the tax free shopping facility and these are: • Items with a value of less than €50. • Rationed items such as gin, cigarettes, tobacco, coffee and whisky.


• Cars, motor caravans, motorcycles and all other motor propelled vehicles, including quads and sit on lawnmowers. These items must be purchased through the NAAFI OPA (Official Procurement Agency).


• Gold or precious stones for investment. • House purchases or improvements, including kitchen units/fixed furniture. • Holidays or hired equipment e.g. cars, bouncy castles etc.


One Stop Tax Free Shopping – Your Questions Answered What does One Stop Tax Free Shopping Mean?


The system involves only one visit to a branch/outlet of the One Stop Bank before making your purchase – the rest is done automatically!


Who can apply to join the scheme?


Military personnel and UKBCs and their families provided they have their own bank or credit card.


Do I have to sign up for the system? Yes – you complete a Registration Form which can be obtained from any petrol coupon outlet. The form requires countersigning by an authorised signatory designated by each unit/establishment. Lists of signatories are displayed in all the petrol coupon outlets.


Where do I take the completed form? To any petrol coupon outlet or One Stop Bank, locations and opening times are shown later.
