OVERVIEW In June 2010 Austria saw its new legislation proposals approved after more than two years of intense political debate. The new law could see many street operators forced out of business with AWP operation opened up to the entire country rather than limited to four provinces. The new law means the number of casino licences is increased from 12 to 15 and the street market will have stakes and prizes limited according to size of location, with smaller venues siting three slots with a €1 max stake and €1,000 prize, while large locations can offer max €20 stake and €10,000 prize. Effectively the law means the end of Casino Austria’s monopoly as the three casino licences are offered to European operators, with six of the current licences offered for tender in 2012, with the remainder renewed in 2015. Gross gaming tax is expected to fall to 30 per cent from 48 per cent.


There are around 7,800 machines of which around 1,800 are located in the casinos or the WINWIN arcades. The 12 casinos are operated by Casinos Austria and revenues from the group’s casino sector in 2007 rose by 9.4 per cent to €1.37bn which includes revenues of €1.1bn from the CAI network and €277m from the casinos. Betting is not covered by the gaming monopoly as it is an issue of state legislation (regional governments) and Toto (pools) is the only game to be regulated by the monopoly. Up to 10 accumulated sports bets on an odds basis are not subject to the games of chance monopoly in Austria and licences for sports betting are issued by the individual provinces on the basis of each of their laws.
