OVERVIEW Following a recent change of legislation in the Netherlands a number of restrictions on gaming machines will be eased. It is envisaged that from 1 January 2011 cashless play will be permitted in arcades in the Netherlands. This means that from this moment on, TITO will be allowed on what are known as category 13 machines, as well as other methods of payment such as smartcards. There is also decision pending on the maximum credit which can be held on a ticket and/or smart card. The Ministry of Justice would like to have a maximum of €50 but the amount is still under consideration. A new gaming authority is also expected to be created to monitor the online and land-based gaming sectors. The changes come as the number of gaming machines in Holland has dropped from more than 40,000 to around 37,000 whilst turnover in the arcade market has dropped by 16 per cent and single sites have seen a drop of 32 per cent. The Dutch industry saw a double blow when the industry was hit with a smoking ban and a new tax on gaming machines which saw tax on slots rise from 16 per cent to 29 per cent. The tax burden meant costs have tripled and has led to a halt in new investments and has brought the industry to a standstill. Average turnover per gaming machine is around €5,000 for AWPs in single sites and €16,000 for those in arcades. New legislation to open the online gaming is now planned for 2011.
