OVERVIEW Private operations of gaming is illegal in Finland and there are still only three licences issued by the government to Oy Veikkaus which runs the national lottery, Fintoto Oy who runs Toto games and RAY which has the exclusive licence to operate slots, casino table games and run a casino. Through its gaming activities RAY funds health and welfare organisations. Of total revenues 92 per cent comes from slot machines, five per cent from casinos table games and three per cent from Grand Casino Helsinki. In 2009 the company saw total revenues of €650.8m of which €513m came from slot machines operations. Total profit for 2009 was €375.1m. RAY’s slots can be played at some 9,000 locations around Finland. The RAY arcades include the Potti which operate AWPs and Tayspotti (AWPs and casino games) and in total the company operates 2,402 AWPs and 72 casino games within its arcades. There are 16,983 AWPs and 306 casino style games within the single sites. Meanwhile RAY received a licence to distribute slot and casino games via the internet and in December 2010 launched its online gaming site
www.ray.fi. Finns currently spend around €100m on games provided by foreign internet suppliers. Pelika Net Oy is the leading amusement games and jukebox distributor and operator in Finland and operates machines across some 2,000 locations.
