OVERVIEW The Polish market has all but collapsed following the introduction of a new law which came into force in January this year. Polish Prime Minister Donald Tusk introduced the law which has seen saw its AWP market halved from an estimated 55,000 (registered in the third quarter of 2009) to around 28,000. There are three main causes for the decrease: The six year permits given out in 2003 cannot be renewed; companies that could not pay the PLN2,000 monthly tax on machines have been suspended for three months or some companies have pulled out of operation completely whilst some 1,500 machines have been confiscated by police and operations are being investigated. Those that remain are under constant attack with endless inspections.
The new law introduced is being compared by many to the Greek market clamp down. However the Polish government did not notify the sector and therefore the European Commission has now been informed with the hope that it can suspend the new law. The European Commission is expressing concern over the new gambling laws and the industry has hired the lawyer who won the case against Greece to fight their corner. Five casino operators have 27 casinos between them and the 17 operators had 251 gaming arcades and seven betting operators in 2008. In 2008 the Poles spent a total of PLN17.2bn compared to PLN11.9bn the year previously with much of the growth attributed to the AWP sector.
