Resolving potential terrorist inci- dents safely requires good advance planning, close working relationships with many different agencies, and a unified command organization. This scenario also reinforces that citizen and public safety agency awareness training concerning suspicious behavior and activity can detect and deter criminal and terrorist activity.
• Never attempt to open or move a suspicious package on or near a storage tank, pipeline, or pipeline facility. Do not use radios or cellular telephones near the package. Walk well clear of the area before making phone or radio communications and notifications to law enforcement.
• If you observe suspicious behavior, do not attempt to question or stop the person unless you are a law enforcement officer. Observe and write down a description of the person, type of vehicle, tag number, and the location and time of the event and pass it on to local law enforcement.
