Whereas, The officers and members of Ticonderoga, New York, Lodge No. 1494 do recognize and appreciate the dedication and leadership rendered by David R. Carr to the Benevolent and Protec- tive Order of Elks of the United States of America, the New York State Elks Association, the Ticonderoga Lodge, and to the commu- nity; and

GRAND EXALTED RULER


Whereas, He was initiated into Whitehall, New York, Lodge No. 1491 in 1975 and served as lodge organist and chaplain before transferring to the Ticonderoga Lodge in 1978, where he served with faithful distinction on many committees, progressing through all the chairs, serving as exalted ruler in 1987–1988, as trustee from 1988 to 2005, and as lodge and district public relations coordi- nator and editor from 1988 to 1996; and Whereas, He served the New York State Elks Association as vice president in 1990–1991, community activities chairman from 1995 to 1997, as Empire State Elks editor from 1997 to 2002, as state secretary from 1999 to 2009, as state president in 2009–2010, introduced the Dictionary Project to the New York State Elks Association in 2003 and received the NYSEA Outstanding Achieve- ment Award for 2005–2006; and Whereas, He served the Grand Lodge as District Deputy Grand Exalted Ruler in 1994–1995, as a defunct lodge trustee chairman from 2002 to 2010, as secretary, Home member, and vice chairman of the Board of Grand Trustees from 2006 to 2010, introduced the Dictionary Project to the Grand Lodge in 2004 and received the Grand Lodge Distinguished Citizenship Award in 2004; and Whereas, He has served his community as a member or officer of several conservation organizations, served on the hospital board, school board, cemetery board, Volunteer Fire Company, and Board of Fire Commissioners, as well as serving in numerous capacities in Kiwanis, Knights of Columbus, Jaycees, US Coast Guard Auxiliary Flotilla 15–13, and Department of Homeland Security and was awarded President Bush’s USA Freedom Corps Volunteer Service Award in 2008 by then Grand Exalted Ruler Paul Helsel; and Whereas, He completed college courses in computer controlled electrical equipment, power distribution, and occupational health and safety and retired from International Paper in 1999 following thirty-seven years dedicated to industrial electronics and workplace safety; and Whereas, He and his wife, Past New York State Elks Association Administrative Assistant Penny Carr, are active in their church, where he serves as organist and she as a member of the choir; and Whereas, He has accomplished all the foregoing with the help and support of his gracious and loving wife, Penny, their two sons, David and John, two daughters, Lisa and Claire, and their eight grandchildren; now therefore Be it resolved, That the officers and members of Ticonderoga, New York, Lodge No. 1494 are honored and proud to present to the 2011 Grand Lodge Session in Phoenix, Arizona, David R. Carr as a candidate for the office of the Grand Exalted Ruler of the Benevo- lent and Protective Order of Elks of the United States of America.
