Evaluating projects of teaching hospitals


Marcio Nascimento de Oliveira provides an overview of a study aimed at offering an insight for technicians involved in the process of evaluating projects in the Brazilian federal teaching hospital network.


There are several parameters used by technicians and professionals who work in the process of planning and evaluation of healthcare infrastructure projects. These include m2

According to Allison and Hamilton (2008), the proportions used to calculate the gross square footage of a given project constitute an important body of information, being used both in the programming and planning process, as well as in the initial project evaluation phase. The ratio of net square footage to gross square footage, in particular, is widely used by planners and consultants to estimate the total area of the various sectors relative to their usable area. This study aimed to conduct a


qualitative research on recent projects to identify some parameters to be used in the preliminary project evaluation – in particular the Federal University Hospitals (FUHs), developed for the Brazilian Hospital Services Company – EBSERH, which is a public enterprise created in 2011 to administer the national network of teaching hospitals. Abstract


The use of reliable parameters in the preliminary evaluation of hospital projects is considered fundamental for the quality of the planning and programming process. Common parameters are used to estimate not only the total cost of building and maintaining a new facility, but also to analysing the functional requirements of its settings. This study was funded by the United Nations Office for Projects (UNOPS) and


was aimed at providing some insight for technicians involved in the process of evaluating and estimating projects of investments in the Brazilian federal teaching hospital network, as part of a technical cooperation with the Brazilian Hospital Services Company (EBSERH). The study included an analysis of eight different projects that were recently


developed for the teaching hospitals network by different architectural offices. It was observed that teaching hospitals have some specific characteristics that combine to make it a singular type of healthcare facility, and these specifics should be considered during the early phases of planning and evaluation of projects.

Study methodology and scope To carry out the research, a qualitative analytical method was used, based on the data collected in documents related to eight executive projects carried out under the supervision of EBSERH, as well as other available technical documents. l MEJC – UFRN – Women’s and Children’s Hospital – Federal University of Rio Grande do Norte.

Marcio Nascimento de Oliveira Marcio graduated in Architecture from the University of Brasilia, and has a Masters in Architecture from McGill


University (Montreal) and PhD in Psychology from the Catholic University of Brasilia. He was a consultant to the Ministry of Health in the Reforsus project and coordinated the project SOMASUS, developed in a partnership between MS and UFBA and UFSC.


Marcio is a visiting Professor, specialising in Health Systems Architecture at UFBA, and in Hospital Architecture at INBEC and IPOG. He was President of the Brazilian Association for the Development of the Hospital Building -


ABDEH from 2014-2017, and has worked as an architect at the National Health Foundation of Brazil - FUNASA from 2009 to 2012. He has also worked on projects for the Brazilian Ministry of Health, in the field of Haematology and Haemotherapy services, between 2014 and 2017. He is currently a hospital architecture consultant for UNOPS/UN and coordinator of the Architecture and Urbanism Course and the Specialisation Course in Health Systems Architecture, both at the Catholic University of Brasilia.
