ARGENTINA ONLINE Bidders vie for Córdoba Online Licences


Ten national and international companies have placed bids for licences to operate online gambling in the Argentine province of Córdoba.


Argentina - IGT installs at Nuevo Casino Alberdi Argentina’s newest casino, Nuevo Casino Alberdi in Salta, recently opened with a slot floor comprised of 70 per cent IGT slot games and cabinets.

Chile - Casino operator collusion investigation Chile’s National Competition Authority (FNE) revealed that it has carried out a series of raids involving directors of casino operators in Chile. The agency is believed to be carrying out an investigation over possible collusion within the industry.


During the raid, computers, cell phones and documents were taken, which are now in the hands of the FNE team, led by lawyer Juan Correa. The authorities raided the properties for evidence, although they did not provide further information after requests were put forward by the companies involved. Related to the investigation, Enjoy’s shares fell 4.9 per cent to 2.23, “positioning itself as the title with the worst performance in the local market,” according to Diario Financiero.


Operator Marina Del Sol was also targeted. The company strongly refuted any allegations of wrongdoing. President of Marina del Sol, Nicolás Imschenetzky said: “I don’t understand what we can have to do with this, especially since what they are questioning is collusion in bidding, and we were the only company that generated applications outside of its current operations. So, for us it’s strange. In my case, there is confusion. We spend money, time, effort to raise bids in other cities, we manage to do it and despite that we are branded as bad. I can categorically rule out the participation of myself and our company.”

National and international companies have submitted their joint offers for the 10 licences scheduled to go live for October 18 this year. On Friday, August 5, the first part of the process took place. Under the licensing process Argentine and foreign companies may work together to operate online gambling.


Atlántica de Juego put forward an offer with Rush Street Interactive. Casino de Victoria appeared together with Betsson. Te Cordoba Entertainment and Tourism Company (CET) joined, Daruma Sam, a company which operates sports betting in Paraguay. Local bingo operator Binbaires with Intralot Internacional and player account management platform Ondiss put forward another offer. Te two companies already work together in Argentina in the provinces of Neuquén and Buenos Aires, as well as the City of Buenos Aires.


According to the Córdoba Lottery Betway Group with Picaperto Online (owned by businessman Nicolás Glazman) put forward an offer as did a company Impresora Internacional de Valores (IVISA) which put forward a bid without any international partners. Tose seeking a licence without a partner are also Iberargen, which operates several bingo halls in the province of


Buenos Aires. Meanwhile, Boldt put forward an offer with SG Digital while Slots Machines S.A also put forward a bid. Argentine company, Grupo Slots, Biyemas from Buenos Aires, SkillOn Net and Licencias Córdoba put forward another combined offer.


Te second phase of the tender took place on August 19, and once analysed, the pre-awards will be made on September 2, although there will be time for challenges until the 16th. Te contracts will be signed on October 11, and the entry into force of the concession will take place on October 18.


Te province of Córdoba passed rules that give online casinos and sports betting the green light in May. Both Argentine and foreign companies were invited to take part in the tender while Te Córdoba Lottery will oversee online gaming once it is up and running. According to the licensing requirements companies or individuals may form a Union Temporal de Empresas (UTE). A UTE is a legal term meaning that two or more companies or individuals submit a joint offer to a public bid. Tey expressly commit themselves to incorporate a UTE in case they are finally awarded the contract.


Chile Chilean Gaming Board renews 10 licences


Te Chilean Gaming Board (SCJ) renewed the operating licence of 10 casinos during a Public Hearing for the opening of the economic bids. Operators had been invited to submit their bids as part of the licensing process for 12 licences that will be available as of July 2023.


All of the permits granted were for companies renewing their licenses. Te 10 permits were renewed for a second period of 15 years. Te licences for the following operations was renewed: Calama: Larin Gaming Calama S.A. Copiapó: Gran Casino de Copiapó S.A. Mostazal: San Francisco Investment S.A. Santa Cruz: Casino de Colchagua: S.A. Talcahuano: Marina del Sol S.A. Los Ángeles: Casino Gran Los Ángeles S.A. Temuco: Casino de Juegos Temuco S.A. Valdivia: Casino de Juegos Valdivia S.A. Osorno: Latin Gaming Osorno

Te current operator of the casino Operación El Escorial S.A in the Antofagasta region did not renew its licence meaning a new tender will be initiated. Te offer made by Marina del Sol Talca S.A. was rejected due to possible issues that might arise over the uninterrupted possession and use of the property during the 15-year duration of the operating permit. Marina del Sol has filed an appeal.


According to the terms and conditions the companies must develop the project within the term established in the operation plan, which may not exceed two years from the time the licence is issued. However before the expiration the company may request an extension.


Peru


Te President of Peru Pedro Castillo has enacted online gambling regulation. Te President signed the bill on Friday (12 August) putting the newly regulated industry under the Ministry of Foreign Trade and Tourism (MINCETUR). “Te Executive and Congress have established a regulatory framework so that these operations are controlled in an integral manner, paying taxes, such as in countries such as Colombia, Mexico, Argentina and a large part of the United States and Europe,” said the president after the enactment of the new regulations in Te Government Palace – the seat of the executive branch of the Peruvian Government. For the first time, Peru is creating a special tax on internet gaming and sports betting of 12 per cent, which will generate an annual collection for the State of S/ 156 million,” Castillo said.
