Economic and Political Outlook Chile’s neo-liberal economic model was widely held up as a way by which other Latin America countries could maintain economic growth and stability. However for decades it failed to address inequality while poverty grew. Citizens will vote in a mandatory referendum in September to approve or reject a new constitution to replace the one enacted in 1980 by the regime of Dictator Augusto Pinochet. Leftist former student protest leader Gabriel Boric took office as president in March. Boric was a supporter of the anti-inequality social uprising in 2019 which left as many as 26 people dead over two months. Boric won the election on the promise of installing a "social welfare" state, increasing taxes and spending more on social welfare programmes.
Online Regulatory Update In July 2021 Te Ministry of Finance of Chile reported that it had prepared a draft regulation for online gambling and sports betting. Online gambling would fall under the supervision of the gaming board (SJC). Te government initiative will allow companies to apply for a five year renewable licence or a temporary license for just six months.
Land-based Regulatory Update In Chile casino licences for the casinos that were built from 2005, under law No. 19.995 are up for renewal in a multi million dollar tender. In May 2021 the SCJ confirmed that it would be re launching its process of granting licences for the operation of casinos, which had been suspended since July 2020 due to the pandemic.
No new operators are taking part in the bidding licence. Te 15-year concessions will be sold to the highest bidder, rather than giving preference to current operators. In October 2021 the SJC announced that it had received eleven offers for casino license renewals. Applications were received for 9 of the 12 spots available as of 2023.
In January Enjoy S.A and Dreams S.A - the two largest casino operators in Chile – announced that they had finalised their agreement to merge their two companies. In a presentation to shareholders the firm highlighted that the merged company - which will be called "Dreams Enjoy SA,"- would consolidate itself as a leader in the casino industry.
However in June Chile’s National Competition Authority (FNE) put the brakes on the merger. Te FNE said that in order to investigate its effects on the market that it needed more to analyse the merger after initially finding that it could possibly reduce competition in the market and have a negative effect on consumers as well as other casino operators.
