Senator calls for Meadowlands racino Operator News

In light of the news that the New York Gaming Facility Location Board voted to recommend licences to operate three casinos in New York City, New Jersey Senator Joe Pennacchio has renewed his call for slot machine gambling at horse racetracks. “New York is charging ahead with three new

casinos while New Jersey sits on its hands and watches our gaming revenue drift across the river. “It’s unacceptable. A Meadowlands racino would be an immediate economic engine for our state, yet leaders refuse to act. I’m renewing my call for racinos because New Jersey can’t afford to keep falling behind while our neighbours eat our lunch.”

Tree New York casinos advance Operator News

Te New York Gaming Facility Location Board has advanced three New York City casino proposals - Bally’s Bronx, Hard Rock Metropolitan Park in Queens, and Resorts World New York City - to the state’s Gaming Commission for full licensure consideration. Te Board said selecting all three projects

aligns best with New York’s long-term economic and community goals, projecting a combined downstate casino market worth approximately $5.5bn in gross gaming revenue by 2033. In its announcement, the Board emphasised

that each applicant must uphold commitments to integrity, community benefits, and responsible development as the licensing process proceeds. Consultants estimate the three-casino

model could generate $7bn in incremental tax revenue between 2027 and 2036, plus $1.5bn in licensing fees - far exceeding the fiscal impact of awarding only two licences. If the Board

Five Liechtenstein casinos remain Operator News

Gaming revenue has continued to fall drastically in Liechtenstein with GGR dropping by 58.9 per cent - €15.95m in the first quarter of 2025, €13.6m in the second, and €13.17m in the third, according to the Liechtenstein State Administration. Since January 2025, when an agreement

between the local government and Switzerland came into effect, preventing players banned from Swiss casinos from playing in Liechtenstein, three of the country’s casinos have closed - LV Casino in Eschen, the Plaza Casino in

selected two applicants for a commercial casino licence instead of three, the projections are that the State would receive $1.1bn to $3.7bn less incremental gaming tax revenue from 2027 to 2036. Additionally, a failure to award all three

licences would result in $500m less in licence revenue. Bally’s Bronx earned praise for its

differentiated golf-course-integrated design, local hiring goals, and commitments to sustainability and infrastructure upgrades. Hard Rock’s Queens proposal was recognised for its large-scale entertainment vision, extensive community workforce plans, and significant investments in transit, open space, and pedestrian safety. Resorts World, already operating a video

lottery terminal facility, would invest $3.3bn to become a full casino, offering the fastest timeline for new tax revenue. While the Board cited concerns over local business participation and financing reliance, Resorts World’s high proposed tax rate and speed-to- market were decisive advantages.

Schaan and Casino 96 in Balzers. Te Admiral Group criticised the increasing

burden imposed by national regulations, including higher gambling taxes, new requirements regarding the ratio of slot machines to live gaming tables, and rising staff costs. While casinos in neighbouring countries benefit from more favourable conditions, Liechtenstein feels increasingly constrained. Only five casinos remain operational.

Following the departure of several members, the Liechtenstein Casino Association was dissolved in March 2025, further weakening a sector that 73 per cent of residents had supported in a referendum in 2023.

Higher taxes to build prisons in Brazil Legislation

A proposed tax on online betting platforms could finance the construction of additional prisons in the country. Te initiative introduces a 15 per cent "Contribution for Intervention in the Economic Domain" (CIDE) tax on betting. Te government intends to funnel the revenue into

a fund aimed at combating organised crime, particularly with a focus on increasing prison capacity. Alessandro Vieira, the rapporteur for the Anti-

Gang Bill in the Senate, said that the proposal already has significant political support behind it and has the consensus of the presidents of the Senate, and the Chamber of Deputies. Te initiative comes after a least 132 people were

killed in a massive police raid aimed at organised crime in Rio de Janeiro. Opposition members criticised President Luiz Inácio Lula da Silva for allegedly abandoning Rio de Janeiro in its fight against organised crime.

Vietnam allows citizens to enter casinos Operator News

Vietnam’s government has issued a new resolution authorising eligible Vietnamese citizens to enter designated casino projects, expanding its long- running pilot scheme aimed at assessing domestic participation in the gaming sector. Under the resolution, eligible citizens may now

enter the casino at the Phú Quốc project in An Giang Province. Te government has also approved five-

year pilot periods allowing citizen entry at the Hồ Tràm project in Ho Chi Minh City and at the Vân Đồn project in Quảng Ninh Province, commencing once each venue receives its certificate of eligibility for casino operations.
