Optimism for Parisian gaming clubs Operator News


After a rocky start to the year, Paris’s gambling clubs may finish 2025 with long-awaited stability as the French Senate adopted an amendment to the Finance Bill aimed at making the clubs permanent. Senators Marie-Pierre de La Gontrie,

Municipal lotteries dealt major blow Legislation


Brazilian Supreme Court (STF) Justice Kassio Nunes Marques has suspended all municipal laws authorising lottery and sports betting. Te judge suspended ongoing bidding processes and the operation of already licensed services related to betting via municipal lotteries. Te decision also summoned the Secretariat of


Prizes and Bets of the Ministry of Finance, Anatel (National Telecommunications Agency), and the National Association of Games and Lotteries to take the appropriate measures and actions. Te decision, of a preliminary nature, applies


to all of the more than 5,500 municipalities in the country and will be submitted to the full Court.


Fanatics rolls out prediction markets Operator News

Estonia bucks trend by lowering tax Legislation


With neighbouring Finland introducing online gaming next year, the Finance Committee of the Riigikogu (the Estonian Parliament) has passed regulation to lower online gaming tax from six per cent to four per cent, decreasing by 0.5 per cent per year. Last year, a decision was made to increase gambling tax


to six per cent in 2025, with a further increase to seven per cent scheduled for 2026. However, this failed to generate additional revenue for the state, leading to a re-evaluation of the tax strategy.


Te judge determined that the establishment of these lotteries infringes upon the separation of powers outlined in the Constitution. In his ruling, the judge noted that, in 2025 alone, 55 municipalities passed laws to create their own lotteries. Since the federal government regulated fixed-odds betting in December 2023, around 80 Brazilian municipalities have approved laws to create their own lotteries. He warned this trend could lead to “regulatory


chaos” and disrupt the federal system. He also stressed that managing fixed-odds betting, lotteries, and online gaming necessitates “centralised regulation, strong oversight, and robust monitoring,” which becomes challenging when municipalities individually offer these services in a fragmented manner.


Kalshi have grown rapidly alongside legal online sports betting, with combined industry trading volumes reaching nearly $28bn through October, according to Crypto.com. Te growing interest has prompted sportsbooks and technology providers to develop their own event-contract platforms. DraftKings entered the segment in October with


its acquisition of Railbird, while FanDuel, owned by Flutter, plans to launch a prediction-market product in partnership with CME Group. Fanatics will use pricing from Crypto.com, and


customers will be able to access the wider Fanatics ecosystem through a shared wallet.
