renewal of gambling machines from $250 to $400. It also raises the maximum limit of gambling machines that can be installed and operated in a business from 10 to 15, and increases the maximum prize per play that each machine can award from $2,500 to $5,000. Additionally, it allocates 40% of the revenue and distribution of income from gambling machines to support programs in municipalities in need of health and medical-hospital services. In January 2025 the Gaming Commission announced that


the Financial Oversight and Management Board (JSF) had finally approved the continuation of processes that would lead to the implementation of the Regulations for the Issuance, Management, and Supervision of Route Gaming Machines (Regulation No. 9647). In a statement Juan Carlos Santaella Marchán, noted that the


approval of the regulation had followed a lengthy series of procedures and meetings between the federal body and his office which had lasted two years. Shortly afterwards the Puerto Rico Gaming Commission announced the start of the application and renewal process for licenses. Oversight is now carried out by the Office of Investigation and Regulation of the Gaming Commission, in

collaboration with the Puerto Rico Police and the Department of Treasury, among other agencies. Violations carry fines ranging from $5,000 to $10,000 for each unauthorized machine, and these fines are imposed directly on the business owner. After the orientation process, which took place from March


to July this year, the staff of the Office of Inspection and Regulation visited hundreds of establishments that were not in compliance with the law. Te gaming board reported that over half a million dollars in fines had been issued to operators and businesses that were operating illegally.


CASINOS In July 2025 the director of the Gaming Division of the Puerto Rico Gaming Commission, Alfredo Martínez, reported that in the fiscal year 2024-2025, the total revenue generated from gambling amounted to $362m, of which $179m was distributed to casinos and $183m to the government of Puerto Rico. “It is important to highlight the significance of gambling for
