Te Gambling Authority announced that it would publish invitations to the public to apply for licences through the Request for Application (RFA) process, which would set out the requirements for each of the licence types and the locations of the licences where ap- propriate. Although it has taken some time to get things off the ground


the Gambling Authority has remained committed to allowing for an expansion of the industry. Te Authority outlined its Strategic Plan 2022/23 in its “Half Year Integrated Report 2022/23.” According to the report the Authority was working on regulations to further develop, betting, racing, bingo and Limited Pay Out Machines (LPMs) after having been granted approval by the Minister of Trade and Industry. Since the report was published it has delivered on many of


THE GAMBLING AUTHORITY Te Gambling Authority went into operation in 2016. An auton- omous body its mission is to effectively regulate and promote responsible gambling, and contribute to the socio-economic development of Botswana by diversifying the industry. It is charged with issuing licenses in the various licence categories and promoting the economic development of Botswana through a sector focused approach. Tis approach is aligned with broader national priorities, policies and strategies.


THE EXPANSION OF THE GAMBLING INDUSTRY In 2017 Chief Executive Officer of the Gambling Authority Tuli- sizwe Johnson announced that the newly established board would issue at least six more casino licences as well as a lottery licence from February, 2017, to add to the existing eight casino operators in the country. In the same year the regulator announced


the goals outlined in its strategic plan. In April 2023, it began the process of selecting operators for betting (bookmaker and to- talisator) licences. In May 2023 it announced that it had begun the process of selecting operators for gambling establishment with LPMs. Te development of both industries is aimed at creating opportunities for direct economic participation of citizens, new entrants, and Small, Medium and Micro-sized En- terprises (SMMEs). Te Authority announced also that it intended to call for applications for bingo licences at a later stage. In September 2023 the regulator announced the tender for


the development, implementation and maintenance of a Central Electronic Monitoring System (CEMS) in Botswana for a period of 10 years to monitor gambling establishments with LPM’s and bookmaker licences. Te following January after the reception of applications for LPMs the board announced that 16 applications had been submitted. Te nationwide distribution plan includes a total of 1,900 machines in all.
