Neither of the outer boats is an obstruction to both of the other boats. Rule 10 applies in the top example, rules 10 and 11 in the other.

The outside boat must give room to the boat overlapped inside her at the obstruction, and the outside boat must also keep clear of the boat inside her if that boat moves towards her.


It follows that, as between three boats, it does not matter whether two caught one, or one caught two. For rule 19.2(b), all that is relevant is the relationship between them, frozen at the point at which they are all overlapped on each other. Taking all eight permutations of tacks that can apply, the question in each case is whether there is a boat that has both the other boats on one side of her and is an obstruction to both of them. If so, the boat on the other side of the trio will be an outside boat at an obstruction, and required to give room. In the first two cases, this is not so, and any port-tack boat must keep clear of an adjacent starboard tack boat, however she got into this position1

Of the remaining six situations, in four of them the obligation of the outside boat to give room does not add to the fact that the outside boat is also required by rule 11 to keep clear of the inside (or middle) boat, which may luff away from the obstruction, subject (in three cases) to any rule 17 limitation that may have been created if she became overlapped on the boat outside her from clear astern on the same tack. The obstruction is also entitled to move towards the boats outside her, in which case they too must change course to continue to keep clear.


That leaves two situations where the keep-clear (or middle) boat is entitled only to room from the outside boat holding right of way over her to keep clear of the right-of-way starboard tack that is an obstruction to both of them. If the boat that is the obstruction decides to luff, her change of course must allow the outside boat to be able to give any further room to the middle boat to continue to keep clear, including room for the middle boat to gybe. If the middle boat gybes, the outside boat now has to keep clear as well as give room.


It does not matter, as between a boat required to give room and one entitled to room, whether they are level or one is advanced on the other, as long as they are overlapped. When the overlap ends, rule 19.2(b) stops applying.
