Rule 89.2, Appointment of Race Officials
Rule 89.2(c) adds the power for an organizing authority to appoint a technical committee ‘when appropriate’, and the technical committee is added to the list of appointments that World Sailing can make.
Rule 90.3, Scoring
The notice of race can be used to specify a scoring system other than Appendix A, Low Point. Rule 90.3(b), Scoring
This rule no longer lists the rules under which a disqualification is not excludable. Each rule under which disqualification is (or may be) non-excludable identifies this itself.
Rule 92, Technical Committee
A technical committee, if appointed, shall have at least (and therefore as few as) one member, and ‘shall conduct equipment inspection and event measurement as directed by the organizing authority and as required by the rules’. It is therefore independent of the race committee.
APPENDIX A, SCORING A2, Series Scores
This becomes A2.1, and now allows the notice of race to identify arrangements for excluding scores that are different from the standard one-race discard. New rule A2.2 says that, if a boat has entered any race in a series, she shall be scored for the whole series.
Rule A5, Scores Determined by the Race Committee The U Flag Rule (rule 30.3) and disqualification from all races of the event for non-production or non-verification of a certificate under rule 78.2 are added to the list of scores not requiring a hearing.
Rule A11, Scoring Abbreviations
Addition – UFD, a disqualification under rule 30.3, U flag rule. Subtraction – DGM. It no longer appears because of the deletion of the related rule 90.3(b), and therefore all non- excludable disqualifications are now to use the DNE abbreviation.
APPENDIX J, NOTICE OF RACE AND SAILING INSTRUCTIONS The preamble now reminds us to take care to ensure that there is no conflict between a rule in the notice of race and a rule in the sailing instructions.
Rule J1, Notice of Race Contents When there are specific times for equipment inspection or event measurement, they must be stated (J1.2(7)). New J1.2(11) (with subsequent renumbering) suggests, if prior warning is helpful, including in the notice of race of the time after which no warning signal will be made on the last day. If a scoring system other than Appendix A, Low Point is to be used, the notice of race should identify where this is documented.
Rule J2, Sailing Instruction Contents The requirement for the sailing instructions to state the location of the official notice board or boards is now mandatory, unless it is given in the notice of race. If there is an online notice board, its address must be given (J2.1(10)). When there are specific times for equipment inspection or event measurement, they must be stated, unless this is already in the notice of race (J2.2(9)). Because it should now be in the notice of race, it is no longer necessary for the sailing instructions to include any time after which no warning signal will be made on the last day.
