start, and likewise in a U flag or black flag start, both Yellow and Blue are rightly penalised for being in the triangle whose base is masts at each end of the starting line in the last minute, even though they are not in a triangle whose base is that part of the line between limit marks on which they have to start.


Rule 26 offers the combination of flags I and Z as penalty preparatory signals. The effect of the combination is that, if there is no general recall, a boat will have both a bad start after having to cross an extension from windward, and then a place penalty on top – and if there is a general recall, the penalty will apply to the race when it is got away2


. Because


of the different penalty areas for each rule, the Z-flag element will not apply to a boat that is OCS outside the triangle. With this complication in mind, sailing instructions sometimes modify the I flag penalty area to be the same as for the Z and black flag.


If a boat is detected in the penalty zone of a Z flag start, both when in a start that is then recalled, and again at its restart3 penalty4

, a second 20% place penalty (ZFP) is incurred, and because of rounding and a maximum value of the , the value of the two penalties may not be the same as one 40% place penalty.


The fact that a boat was over the line at her starting signal, resulting in a 20% place penalty, does not relieve her of her obligation to return and start. If she does not do so, she will be scored OCS5


When a boat is in the penalty zone in the last minute, and there is a general recall, the fact that the next attempted start of the race is postponed or abandoned before the starting signal does not prevent the penalty being carried forwards to the successful starting of the race. The carry-forward would cease to apply only if the postponement or abandonment had happened in the rest of the one-minute period of the race in which she incurred the penalty6
