Functionality
The All Payments Solution components are deployed on Unix with Oracle and use Java and C++. Sun Solaris and IBM AIX are the most common deployment options. Other Unix platforms, Linux and Microsoft Windows deployments are possible on request. All Payments Solution High Care is deployable on either
Oracle Weblogic Server or IBM Websphere Application Server. The user interface is provided as a web browser. External interfaces are provided to Swift, FinCopy-based RTGS and proprietary RTGS systems such as Fedwire and Chips. Internal interfaces (bank facing) are primarily Websphere MQ interfaces. High Care provides a configurable payment workflow
based around a dedicated process manager (the Q5 product supplied by Dovetail Systems). It is focused on bulk wholesale payment processing with minimum manual intervention. It offers multi-lingual, multi-currency and multi-entity facilities. It employs workflow management and user configurable business rules (via a browser) to establish and tune the required processing flow. It is aimed at volumes up to one million per day. There is the opportunity for manual intervention at a level which reflects the risk profile of the payment or the service level agreed with the client. It targets same-day CSMs which require payment certainty and supports Swift-based RTGS systems and proprietary systems, including Fedwire and Chips. It supports the real-time message processing associated with same-day CSMs such as Swift acknowledgements, system messages and unsolicited status messages (e.g. opening balance and debit/ credit adjustments). All Payments Solution High Volume user interfaces are
provided in both ‘fat’ client and web browser variants. External interfaces are provided to Swift, national ACHs, and for SEPA. Internal interfaces are either file interfaces or Websphere MQ or a combination of the two. High Volume addresses the mass payments end of the spectrum. It employs a workflow based around batch processing with the focus on processing high volumes with minimal manual intervention. It also forms the basis of the Logica-derived solution for SEPA Credit Transfer (SCT) and SDD and, saids the supplier, it was SEPA Scheme compliant and supports mandate management functionality, a major requirement for supporting SDD. The company billed it as a ‘total solution for SEPA, including the incorporation of domestic traffic’. It is targeted at CSMs with an ACH profile and incorporates concepts such as uncleared funds. It supports bulk processing of files with multiple (mixed) batches of credit transfers and direct debits. It includes a corporate variant for the production and submission of files.

There are also what were LAPS CLS Manager (LCM) and LAPS Liquidity Manager. These are implemented in C++ for the application tier and Java for the presentation tier. For CLS, the CLS API and WMQ/Swift interfaces are fully supported. LCM was developed to support CLS member banks in the control, reconciliation and automation of their CLS FX business. Liquidity Manager allows automated tracking and control of intra-day cash flows; real-time intra-day decision support information for treasury officers; automated execution of treasury strategies; funds reservations to support intra- day deadlines, for example, for CLS; liquidity flow tracking by currency, channel, counterparty and client; currency management across all channels including RTGS, nostro accounts and net payment schemes; Target2 compliance; liquidity pool management; and support for centralised and decentralised treasury and payment departments. Fastwire Open, sometimes dubbed LAPS Financial
Messaging in the past, has both Swift and non-Swift capabilities. The first version was benchmarked to handle five million transactions per day on a 16 CPU processor. One feature is the ability to distribute messages, received from external services such as SwiftNet FIN, to the bank’s host systems. Routing includes messages generated by the bank’s host systems to external services such as SwiftNet FIN; messages between the bank’s host systems as an alternative to external networks; and messages via centralised value-added applications such as AML filtering. There is also message entry and repair facilities, plus a message store and activity log to support enquiries and auditing. Fastwire Open is written for Unix in Java and C, with Oracle, a web-based user interface and interfaces to Swift. The Clearing and Settlement Set (LCSS CAS, as was) runs
on Unix and Windows platforms, across Oracle and Informix databases. It is written in C++, has a web browser user interface and interfaces to Swift. CAS provides RTGS capability for central banks. Options include solutions for securities settlement. Key features are real-time accounting; settlement account limits; and payment priorities and scheduling. It is multi-currency and includes intra-day liquidity provision and management plus central bank and participant control facilities, enquiries and reporting. There is also support for DvP and PvP, charging and billing, contingency and recovery. Logica claimed scalability up to 250,000 payments per day The All Payments Solution Business Activity Monitor (BAM) allows users to see complex processes in a single operational dashboard. This business intelligence (BI) type solution is one of the third party applications that makes up CGI’s suite, stemming from UK-based vendor, Insider Technologies. BAM allows business users to define and extract data which is then used to visualise the end-to-end payment process and to alert users of exception conditions such as processing bottlenecks.
