The budget for the project was exceeded by a considerable amount, said Schennikova. However, she believed this was inevitable in any large-scale project involving an international system/suppler: 'multiply the original estimate at least by three'. The costs of translating various documents, recruiting staff that speak the required language, paying for the supplier's consultants (who are a lot more expensive than local ones), their accommodation and expenses – all this might add up to a total higher than the price paid for the software licence, she warned. So this should be provisioned for (or at least anticipated) from the outset.
Also, Schennikova regarded project methodology as a crucial factor that influences the outcome of the implementation. Complying step by step with a standard rulebook would enable success, while deviating from it would result in failure.
