New Director for AIBD A


Chinese media expert is the new head of the Asia- Pacific Institute for Broadcasting Development. Mr Chang Jin has worked for media ministries in


China for more than 20 years and on 15 January 2015 was appointed as Director of the AIBD based in Kuala Lumpur, Malaysia.


Mr Chang Jin obtained his Bachelor of Arts in English for Science and Technology at Xi’an Jiaotong University of China in 1989 and a Master of Science degree in Media and Communications from the London School of Economics and Political Science (LSE) in 1998.


In 1992 he joined the Ministry of Radio, Film and Television - which has since evolved into the State Administration of Press, Publication, Radio, Film and Television of the People’s Republic of China - where he has held several management and executive roles within its International Cooperation Department. In 2012 he was named Director of the Asian, African and Latin American Affairs Division.


Through the years Mr Chang Jin played a key role in a number of international conferences in China and overseas, which included ABU General Assemblies, AIBD Governing Councils, Asia Media Summits, the 2008 China-ASEAN Forum on Radio & TV Cooperation, the 2009 China-South Asia


Forum on Radio & TV Cooperation, the 2012 and 2014 China-Africa Forums on Media Cooperation and the 2013 China-Arab States Forum on Radio and TV Cooperation.


Since 2007 Mr Chang Jin has been involved in SAPPRFT international radio and television training programs for developing countries, mainly in Asia, Africa and Latin America.


By the end of 2014, 90 workshops had been completed, benefiting more than 2,000 radio and television professionals from about 140 countries. Ma Li, Director-General of the International Cooperation Department, said: “Chang Jin understands the great value of the cultural heritage of China and Asia Pacific, and appreciates the important role of broadcasting in disseminating the cultural heritage and building a better life for peoples in the region. He respects different cultural backgrounds.”


New Head at Public Broadcaster in Kyrgyz Republic

RTK, the Public Broadcasting Corporation of the Kyrgyz Republic, has a new Director


General. Mr Ilim Karypbekov has been appointed by the Supervisory Board as the Head of the state broadcaster following the resignation of Mr Sultan Zhumagulov.


Mr Karypbekov has held a number of media positions as well as being CEO of Manas International Airport. He is a lawyer and has worked for some international and non-governmental organisations. Since quite recently,


he was Senior Lecturer at Kyrgyz State Academy of Law and teached at the American University of Central Asia. Mr Karypbekoz also collaborated with the Secretariat of the Presidential Administration.


Last year during a brainstorming session, KRTK discussed about a wide range of issues including: effective management, the transition to digital broadcasting, content improvement and diversification sources of financing, human resource development and technical modernisation .
