IPTV and Networking Technologies: ABU-ASBU Capacity Building in Tunis

Dr Amal Punchihewa, ABU Technology Director, conducted the course as a follow-up to the first course on the same topic in Damascus, Syria, in 2010 and two years later, a training course on Digital Television Broadcasting gathered other participants in Tunis. From 3 to 10 December 2014, thirteen engineers coming from Saudi Arabia, Kuwait, Algeria, Yemen and Tunisia examined the use of IP in broadcasting value chains, including contributions, distribution and delivery, as well Over-The-Top (OTT) and Integrated Broadcast Broadband(IBB) technologies and services.


Fruitful discussions took place between ABU and ASBU. Ms Ines Jebali Gdoura said that the Arab state broadcasters had decided on HbbTV as the IBB technology standard for the ASBU and MENA region. The training course in Tunis was successful and met the participants’ expectations. This was due to a large extent to the organisational skills of Dr Adnan Salhab, Head of Training and Director of Engineering, ASBU- Damascus Training Centre. Dr Adnan and ASBU are grateful to ABU and to Dr Punchihewa for continued support in capacity building at a time where digital media is evolving rapidly beyond the Asia-Pacific region. Union was experimenting with IP contribution arrangements to complement its satellite contribution network, MENOS.


ABU Technology Director thinks that the Union could explore similar services in terms of contribution circuits to its members. He also believes that ABU and ASBU could share experiences and assist each other in capacity building in areas such as ICT. In fact, both unions are planning a Technology Week similar to that between ASBU and the European Broadcasting Union(EBU) in 2015-2016. This new collaboration between ABU and ASBU could culminate on strong representations to be made to the WRC-15 meeting of the ITU on spectrum requirements for future broadcasting next November.
