The Chairperson of the WBU’s working group on the Treaty, Mr Heijo Ruijsenaars presented on how broadcasters were protected according to the EU law which gave members a perspective on the practices and policies that could apply to our region. The members were also informed on


the Indian copyright laws and the amendments that were made in 2012 to include protection on new media platforms.

The copyright committee also elected a new Chairperson and Vice chairperson. Mr Yan Bo - Deputy Director of Copyright Management Department, CCTV, China was unanimously elected as the Chairperson and Mr Golamreza Rafiei- Legal Adviser of IRIB-Iran was unanimously elected as the Vice Chairperson. the changing media technological landscape and to reinforce the existing legal framework in protecting our assets to support and develop the industry”.


Ms Manvi informed the members that a survey was conducted to understand the current situation of broadcast piracy, the existing copyright laws, and the measures taken by broadcasters. The results of this survey, which will be shared with the ABU members, will indicate and direct the future action for the committee.


The ABU Secretary General, Dr Javad Mottaghi and Ms Premila Manvi, the Legal Officer had a very important and fruitful meeting with the Mr Jawhar Sircar, the CEO of Prasar Bharati and his team to discuss the future action for the Broadcasters Treaty. Dr Mottaghi also met with senior colleagues from Doordarshan, AIR and other potential partners in India.


Copyright Opportunities and Challenges in Digital Era Discussed at the ABU Copyright Forum

BU Copyright Forum was hosted by Doordarshan on 26th March 2015 in New Delhi, India


in conjugation with the ABU Copyright Committee Meeting.


The forum addressed many issues including the legal challenges and directions for broadcasters and how technologies such as cloud computing are redefining copyright regulations and fair use.


Speakers Mr Pravin Anand and Mr Abhishek Malhotra highlighted the Indian legal procedures protecting broadcasters and content provided with cases studies. Mr Robert Cho, from KBS shared the ideas and activities of


the Korean copyright committee and said “Broadcasters should have better copyright infrastructure, ceaseless innovative methods to implement and should develop effective enforcement technology for a better protected future”.


Mr John Medeiros from CASBAA said that advertising support for online piracy of broadcast content is increasingly becoming a challenge for the industry. He pointed that an economic study of the US market alone estimated pirate website ad revenue at $227 million annually with an 80 % increase by 2017 and these practices are rapidly being replicated in Asia. Speakers from Europe, USA and Iran also shared their perspectives and agreed that an international regulation was required to address piracy concerns. The Forum concluded with a workshop conducted by CISAC on Understanding Collective Rights Management and Music Licensing in Asia-Pacific.
