CONSTRUCTION FIXINGS EOTA: Adapting to the CPR On the 1st July 2013, Regulation (EU) No 305/2011 (the Construction Products Regulation) of 9th March 2011, laying down harmonised
conditions for the marketing of construction products and repealing Council Directive 89/106/EEC, will fully enter into force. The European Organisation for Technical Approvals (EOTA) has issued the following information.

or many years, EOTA has been coordinating, in the framework of the ‘Construction Products Directive’ (Council Directive 89/106/EEC), the technical work of Approval Bodies issuing European Technical Approvals,
the harmonised technical specification allowing the concerned manufacturers to CE mark their non-standardised products. More than 3,000 ETAs have been issued:

From European Technical Approval to European Technical Assessment:
What’s the difference? In the CPD context, the ET-Approval was a favorable
technical assessment of the fitness for use of a construction product for an intended use. All the relevant characteristics for the use of the product were assessed. In the CPR context, the ET-Assessment is the documented assessment of the performance of a construction product, in relation to its essential characteristics, in accordance with the respective European Assessment Document. Depending on the intended use of the product, the manufacturer and the Technical Assessment Body agree on the performance of the essential characteristics to be declared.
issued at the request of a manufacturer wishing to CE mark its non-standardised product. TABs can issue European Technical Assessments (ETA), in the product areas they are designated for (Table 1 of Annex IV), from 1st
July 2013 on. An ETAG published before 1st July 2013 may be used as an
EAD to issue European Technical Assessments (ETA), as soon as the Commission adopts the format of the ETA. Already issued and valid European Technical Approvals (ETA) may be used by manufacturers or importers, throughout their period of validity, to draw up a Declaration of Performance and then to CE mark the concerned products, providing the required system of assessment and verification of constancy of performance has been implemented, as obligatory already under the Construction Products Directive. In this way, the European Technical Approval is used as a European Technical Assessment. Declaration of Performance and CE marking are the responsibility of the manufacturer. We also wish to highlight that, in addition, the manufacturer
shall provide “instructions and safety information” (Art. 11.6) and, where relevant, the information referred to in Art. 31 and Art. 33 of Regulation (EC) No 1907/2006 (REACH). As stated above, an ETAG may be used, as far as relevant
July 2013 on. Finally, those European Technical Approval requests, which may not have been completed by 1st
and then re-introduced as European Technical Assessment request to the concerned Technical Assessment Body (TAB) from 1st
July 2013 onwards.
Regarding anchors what is going to change? Starting 1st
July 2013 the ETAG 001 “Metal Anchor for use in
concrete” may be used as a European Assessment Document (EAD) for the evaluation of the performance of the metal anchors in concrete. The existing technical methods and criteria for the assessment of the concerned products are then continued, referring to the current version of ETAG 001. In 2013 the evaluation of anchors has been significantly
