Competition manipulation and related offences have been definitely a reality that has been undermining the integrity and credibility of sports. Online sports betting and related possibilities have further increased related risks, whereas we have seen cases even at the Olympic Games. We could even see oftentimes organised crime infiltrating sports and targeting athletes.
The Olympic Movement Unit on the Prevention of the Manipulation of Competitions (OM Unit PMC) was created back in 2017. What event, or series of events, led to the creation of the Unit?
Competition manipulation and related offences have been definitely a reality that has been undermining the integrity and credibility of sports. Online sports betting and related possibilities have further increased related risks, whereas we have seen cases even at the Olympic Games. We could even see oftentimes organised crime infiltrating sports and targeting athletes.
With this in mind, the Olympic Movement could of course not stay idle and started to work on the topic with the first monitoring activities for the Games in Turino 2006 and Beijing 2008 followed by various working groups focusing on the topic PMC in the following years. Concrete milestones were the creation of the ‘Integrity Betting Intelligence System’ (IBIS), a platform for secure and safe communication between sports betting entities and the sports movement in 2013 and the adoption of the Olympic Movement Code on the Prevention of the Manipulation of Competitions (OM Code PMC) in 2015.
Te next big step was the creation of the OM Unit PMC in 2017 with the objective to support Olympic Movement stakeholders with ensuring compliance with the OM Code PMC. Tis expert Unit dedicated to PMC supports the Olympic Movement with developing relevant actions. It needs to be underlined that the mission of the Unit is to safeguard the integrity not only of the
Olympic Competitions, but act as a catalyst and support the Olympic Movement stakeholders with safeguarding the integrity of their competitions on an on-going basis. In 2023, a fund of USD 10 million per Olympiad was allocated to continue to support the successful work of the OM Unit PMC.
Te work of the OM Unit PMC is based on the ‘Tree-Pillar Strategy’: (a) Regulation and Legislation, (b) Awareness Raising and Capacity Building, and (c) Intelligence and Investigations.
How is the Unit's structure comprised to keep these three Pillars as interconnected as possible?
By definition, the effective implementation of each Pillar highly depends on the effective implementation of the others. Of course, the rules are the basis of everything, however without awareness-raising sportspersons would not be aware of what the rules are all about. Also, without intelligence/investigations we would not be able to identify potential breaches of the rules. At the Unit this is something we always have in mind and all our activities are based on the close links among the Pillars.
The OM Unit PMC oversees the Olympic Movement Code on the Prevention of the Manipulation of Competitions. Who is covered by the code?
Te OM Code PMC is our “bible”. It is part of the Olympic Charter exactly at the same level as the World Anti-Doping Code. Compliance with the Code is compulsory for all Olympic
