Te law enabled Svenska Spel, through its subsidiary Casino Cosmopol, to operate four casinos which opened in Sundsvall, Stockholm, Gothenburg, and Malmo. Meanwhile Svenska Spel also operates sports betting; lotteries and Vegas gaming machines (VLTs) whilst a monopoly run horse racing sector is controlled by AB Trav och Galopp (ATG).


In 2002 changes to the lottery act enabled Svenska Spel to


embrace digital platforms with instant scratchcards games and bingo online whilst ATG could also offer its services online. However when online gambling arrived it became clear that there was no realistic way of preventing offshore online betting companies from targeting the Swedes, and as such it became harder for Svenska Spel to control player’s gambling activities. Tere was a surge in overseas online gambling sites operating and the government realised the monopoly was no longer working in this field whilst the EC also stepped in requesting Sweden to open up its betting market. In January 2019 the Swedish market underwent a comprehensive re-regulation and the Swedish Gambling Act (SFS 2018:1138) came into play and opened up the market to private players in the online sports betting market, online casinos, online bingo and other products such as virtual sports. At the same time it gave the state continued control over the


four landbased casinos and the large lotteries and slots outside of casinos. Te powers to regulate the market were given to the Swedish Gambling Authority (SGA) which has since changed its name to Spelinspektionen. At the moment there are 68 companies with licences in Sweden for online gaming and the casino and the betting market has an annual turnover of SEK17.1bn whist total turnover for the Swedish gambling market in 2024 amounted to SEK27.8bn compared to SEK27.1bn in 2023. Channelisation rate for online gambling is said to be around


75 per cent at present. Te government’s aim with re-regulation was to achieve an ambitious market channelisation of at least 90 per cent.
