Te Sports Commission of the Chamber of Deputies of Paraguay has rejected a bill that would have prohibited sports betting companies from using local football clubs for advertising. Te bill was put forward by a number of liberal deputies. A previous attempt had been made at the end of November, but it was postponed due to lack of votes.
Te legislative proposal would have modified article 77 of Sports Law No. 2874/06, so that it would prohibit professional sports clubs and athletes from advertising or promoting tobacco, strong alcoholic drinks and gambling.
In their rationale, the authors of the amendment had pointed out that sport should not be used to promote potentially unhealthy activities.
A number of lawmakers now argue that a number of cases have also proven the incompatibility of the fair and honest practice of sports and the promotion of sports betting and that as a result laws governing sports need to be changed.
Te impetus for change comes after a number of top tier football clubs in Paraguay said that they wanted to distance themselves from sports betting. Several presidents of First Division football clubs in Paraguay agreed to put forward a request to the Paraguayan Football Association (APF) asking that their clubs do not appear on betting platforms for both Paraguay’s domestic football cup competition and the first league cup.
In November, Vice President of the Association, Carlos Sosa Jovellanos, said that clubs were agreed that action had to be taken to counteract the possible damage to local football. Te official said that clubs such as Cerro Porteño and Olimpia, which already have a commercial relationship with sports betting companies, would have to resolve the issue separately.
Te measures come after an appeal was made to the APF to open an investigation into Club Olimpia president Marco Trovato over his alleged involvement with sports betting company Apostala.
Mexico New gambling licences will face legal challenge
Te President of Mexico, Andrés Manuel López Obrador, has delcared he is against the establishment of new casinos saying that the government will obstruct licences that are being granted by local governments in court. Te head of the Secretary of State (SEGOB) Olga Sánchez Cordero, explained that the Federal Law of Gaming stipulates that SEGOB is the only body allowed to grant licences to gambling establishments. “In this term of office there has been no authorisation to open a single casino.” She added that new casinos had only been licensed locally which was in contravention of local gaming laws.
Speaking at a press conference López Obrador warned that his government would not issue any more licences and that if any entity authorised a new gambling establishment he would take it to the Supreme Court of Justice of the Nation. Te president emphasised the fact that the federal
government had control over casinos: “We are very aware of how these casinos were to be authorised” under previous administrations “and we will not fall for the same thing, it would be unfortunate to do the same thing,” adding that people had “voted for a change.”
Te President has publicly opposed the granting of new casino licenses during his six year term (until 2024). But it is the first time that he has announced legal measures against the granting of any new licences. Te announcement is likely to bring state and federal governments on a collision course over gambling.
Crucially, the statements come after lawmakers for the state of Quintana Roo completed the fiscal measures for 2020, which include an exemption of taxes on the establishment of new gaming rooms for new investors, meaning that all companies that set up a casino will not pay taxes this year.
