El Gobierno colombiano ha publicado un decreto mediante el cual los operadores de apues- tas ahora conectados a sistemas de supervisión en línea tendrán que pagar el 12% de sus ingresos brutos menos la cantidad de los premios pagados.


Un diputado federal y miembro de la administración del Movimiento de Regeneración Nacional, Ulises Murguía Soto, ha propuesto una iniciativa que permita las apuestas en línea. La iniciativa busca reformar las reglas de las apuestas en línea reformando la Ley Federal de Juegos y Botes de México de 1947.


La Comisión de Deportes de la Cámara de Diputados de Paraguay ha rechazado un proyecto de ley que habría prohibido a las empresas de apuestas de deportes usar clubes de fútbol locales para anunciarse.


El Presidente de México, Andrés Manuel López Obrador, ha declarado que está en contra del establecimiento de nuevos casinos, diciendo que el gobierno obstruirá las licencias que están siendo aprobadas por los gobiernos locales en el Juzgado.


Un nuevo centro turístico con casino va a establecerse en Punta Cana, en la República Dominicana. Serenade Caribbean Hotels ha anunciado planes para abrir un centro turístico con casino de 603 habitaciones con todo incluido en la Playa Cabeza de Toro de Punta Cana, con una fecha aproximada de apertura en junio de este año.

URUGUAY CASINO LICENCES Government Sued over ‘Unfeasible’ Licence


Vidaplan is seeking US$21m in compensation from the General Directorate of Casinos of Uruguay (DGC) for damages relating to the Nogaro licence


Vidaplan S.A. has presented a court-led conciliation procedure hearing with the General Directorate of Casinos of Uruguay (DGC) in a preliminary step as it seeks US$21m in compensation.


Te company is seeking damages for what the company understands as unfair competition on behalf of the board. Te audience has been set for March.


In November, Vidaplan SA, which since 2009 has rented the location of the Nogaró casino in Punta del Este, announced that if the General Directorate of Casinos - to which it leases the space - does not terminate the contract, it would close the casino in late April.


A court in Maldonado put an embargo on Vidaplan's assets due to the non-payment of the rent for the property that houses the casino located at the entrance of Gorlero Avenue. La DGC runs the casino with Vidaplan. Te original plan was to close the Punta Shopping centre gaming room operated by the DGC. However, the room was not closed and was instead enlarged.


Colombia Online monitoring affects operator tax rates


Te Colombian Government has published a decree whereby gambling operators now connected to online monitoring systems will have to pay 12 per cent on gross income less the amount of the prizes paid.


In April the Colombian Congress approved the National Development Plan put forward by Colombia’s President Ivan Duque. Te change in gaming rules will do away with the presumptive income scheme rate which means that operators currently have to pay tax even if the machines do not generate sales.


Te changes to the National Development Plan implies that from now on operators will pay exclusively for operating rights of 12 per cent on gross revenues as long as they meet the minimum connectivity and industry standards which Coljuegos will have until mid-2020 to define. Te new


regulations took effect on January 1.


Ultimately, the initiative seeks to “broaden the base of elements (of the sector), modernize the slot parlour sector, combat illegal operation and promote the professionalisation of the gaming industry,” according to the wording of the decree.


Te Federation for Casinos and Bingo Businesses (FECOLJUEGOS), welcomed the announcement: “great news for the industry, since the efforts made in 2019 to achieve the implementation of the national development plan have been very important.” FECOLJUEGOS has been lobbying for tighter government scrutiny over illegal gambling for some time and in a statement said that its main goal now was to work alongside the board to ensure the reliability of the new online systems and their connectivity with slot machines throughout Colombia.


Vidaplan SA has long expressed its intention to leave the business, which it considers "unfeasible" due to changes in gambling regulation. Vidaplan S.A. declared last year that the state has hindered development and now even competes with the company having placed a number of state-run last generation slots in the Punta Shopping centre.


In 2015, an Argentine businessman along with a number of European operators and Uruguayan investors bought the casino at the Mantra Resort Spa and Casino located in Manantiales - a resort in the Maldonado Department of south-eastern Uruguay. Te Mantra Resort, Spa & Casino is Enjoy Punta del Este’s main competitor in Punta del Este and is located near the town of Barra de Maldonado. In addition, the group now controls the Casino Nogaró.


In common with many other casinos in Uruguay both the casino in the hotel and the casino Nogaró come under the mixed system. Under the mixed system private investors can set up a casino but it is the state that manages and runs the casino for which it receives between 35 per cent and 45 per cent of casino profit.


Mexico


A federal deputy and member of the National Regeneration Movement administration, Ulises Murguía Soto, has put forward an initiative to allow for online gambling. Te initiative seeks to reform online gaming rules by amending Mexico’s 1947 Federal Law of Games and Sweepstakes. In justifying the need for change, the legislator explained that online gambling sites take advantage of existing loopholes, meaning that players are uncertain whether the site where they are betting is entirely legal and above board. Under the new proposals the Ministry of the Interior would authorise online gambling sites, improving player protection, helping safeguard against underage gambling and money laundering. Online regulation would fit in under the scope of new rules and regulation being considered by Senators who have put forward proposals to increase taxes, change online gambling rules and place more control at a federal level.
