A petición de la Lotería de Córdoba (Argentina), las autoridades legales han bloqueado www.pokerstars.com junto a otros operadores online impidiendo que organicen y promocionen apuestas sin contar con la debida autorización por parte de la Lotería. Aunque se desconoce todavía la lista completa de sitios web bloqueados, las autoridades locales han informado a la prensa de que la medida engloba todas las páginas a las que se puede acceder desde dentro de la provincia.


La Confederación de Cámaras Nacionales de Comercio de México (FECANACO) se ha unido a la Cámara Nacional de la Industria de Restaurantes y Alimentos Condimentados (CANIRAC) en su peti- ción al estado de Tamaulipas para que permita los casinos. BRAZIL SPORTS-BETTING Senate Approves New Sports Betting Rules


Te Brazilian Senate has approved a bill to allow for sports betting on the internet and land based sports betting. Te Initiative was included in Provisional Measure 846/18, which will also redistribute the resources of federal lotteries and provide more funding to the National Public Security Fund (FNSP). Both legislative chambers approved the project in less than 24 hours as it had already gone through modifications before being submitted to lawmakers for approval.


Te political agreement reached by the leaders of the blocs within both chambers enabled the approval in the Senate, less than 24 hours after being approved by the Chamber of Deputies. Now, having passed both legislative chambers, it only remains for the Executive branch to sanction it and sign it into law. Provisional Measure 846 modifies the distribution of federal lottery resources operated by Brazil’s largest state owned bank and lottery operator –the Caixa Econômica Federal (CAIXA) so that part of income generated by lotteries is earmarked for public security. Te new bill will provide a huge boost to government revenues especially when it comes to security.


In a debate in the lower house , Deputy Joao Carlos Bacelar, who has been a long time supporter of an all or nothing approach when it comes to opening up the market, defended the approval of Provisional Measure 846/18, which establishes new rules for the distribution of money collected by federal lotteries. Te new text, which replaces previous measures on the table, emerged after pressure from both the Ministries of Culture and Sports as previous legislation would have reduced the amounts allotted to both ministries in order to boost the resources of the National Public Security Fund.


Sergio Moro, who will serve under President elect Jair Bolsonaro, has defended the approval of PM 846/18 that allocates funds from lotteries for public safety and legalises sports betting as well.


Fixed-odds sports betting will be overseen by the Ministry of Finance. According to article 5 of the new law, “Te fixed-rate betting lottery shall be authorized


by the Ministry of Finance and shall be operated exclusively in a competitive environment and may be marketed in any commercial, physical and electronic distribution channels.”


Up until now sports betting has been banned under Brazil’s gaming laws and the Criminal Contravention Act determines a straightforward prohibition on sports betting, except for horse races at official racetracks. Consequently, the only legalised form of sports betting (apart from a small number of Codere horse race betting shops) is via lottery type games offered by CAIXA. Tis is nowhere near enough to meet demand and for years Brazilians have been turning to offshore


consideration which would open up the market even further. However, Deputy Gilberto Nascimento opposed the new bill as it would allow for sports betting over the internet. "It's a lottery through computers. Does it make sense to create a generation of addicts to generate a few million reais more for the public safety fund?” he said.


Te new mode of play created by the provisional measure consists of a system of betting on real sporting events. Although for now details remain vague on exactly how sports betting will be regulated it allows for sports betting either via bricks and mortar outlets or via the internet. Te bill was originally published in August as a new version of MP 841/2018. Te new text comes from proposed changes put forward by the Ministries of Culture and Sports. According to the president of the Senate, Eunício Oliveira, the vote on the text had the support of the current Minister of Public Security, Raúl Jungmann, and the future Minister of Justice (who will also be responsible for the area of public security), Sérgio Moro.
