ONLINE GAMING Each of the three entities has their own gaming


laws. Te current law in the Federation BiH was adopted in 2015 whilst the law in Republika Srpska is from 2013 and in Brčko District from 2004. It is said all three laws are outdated and as Bosnia has the highest level of corruption in Europe everything is related to political interests.


In 2013 Bosnia and Herzegovina unsuccessfully tried to ban players from accessing foreign online sites. With technical challenges and public outcry this was lifted after severe public pressure. Today there are many sites which accept Bosnian players including the major players.


Te Republika Srpska issued its first online gambling licence to a sports betting company called Williams which is a landbased bookmaker and slot hall operator. Williams operates the WWin online gaming site offering sports betting and casino games. Te other main


operator is Mozzart which also has betting shops in Republika Srpska. All types of online gambling permitted from slots, poker, bingo and sports betting.


Licences are issued to companies with headquarters in the Republika Srpska and the majority of the servers are located in Malta. Tere is a KM200,000 licensing fee for operating internet games and companies must have a share capital of KM1m and bank guarantee deposit of KM1m.


Operators pay five per cent fee on revenues plus an additional five per cent on profit for casino games.


Premier Kladionica is also a major site in Bosnia and Herzegovina via its Premier World Sport and Premier Sport companies offering sports betting via its website using NSoft’s Seven Platform.


CASINOS Tere are two casinos in the country– Coloseum


Club Casino in Sarajevo and Grand Casino in Banja Luka (Republika Srpska).


Te lack of investment in further casinos is mainly down to the low number of tourists and business visitors, lack of gaming culture and


political and business instability.


Basically although there are venues called casinos these are merely slot rooms which house slot machines and electronic Roulette, but not live gaming tables. However although these casinos operated throughout the war, after the war ended the legal operation of casinos was granted only to Lutrija BiH, which at the time had the Casino Club Sarajevo (which has since closed) and also HIT’s Coloseum.


Apparently other casinos did open for a few months after the war although the authorities later closed them.


Te Coloseum Club in Sarajevo is operated by the Slovenian company HIT. Te casino features 12 gaming tables including American Roulette, Blackjack and poker. Tere are also 110 slot machines ranging from video poker, reel slots, electronic Roulette and multigame slots with a minimum bet of €0.01 for the slot machines. Gross gaming revenues for the Coloseum Club amounted to €3.8m in 2014 and the venue sees around 67,000 visitors per year.


Te Grand Casino in Banja Luka opened in 2011 and has table games and more than 50 slots. Te casino is open 24 hours a day. It is owned by Ukrainian investors.
