Games of chance permitted are lottery games, Electronic games of chance and Special games of chance (casino, betting, slots and internet).

Games of chance can be operated by legal entities with head office in the Republic. Each entity requires a minimum capital of KM2m for casino games, KM50,000 for electronic games of chance, KM500,000 for betting games, KM500,000 for slot games and KM1m for internet gaming.

Licence fees are KM100,000 for casino games, KM100,000 for betting, KM100,000 for slots and KM200,000 for internet games.


l


Electronic games of chance can be operated in casinos, betting shops or slot clubs.

Casinos must have at least 10 terminals and total area is a minimum of 30sq.m.

For operating games of chance in a casino the operator must pay KM100 per month per terminal.

Tere’s no official data to give exact figures for the privately operated clubs in the Federation, but reason why there is a limited number of private halls is due to a complicated tax system which causes this type of business operation to not be financially viable.


SLOT HALLS Tere are two lottery organisations – Lutrija BiH


and Lutrija Republika Srpska. Lutrija Republika Srpska operates in Srpska and Brčko District and offers several games including Loto and Lotto Joker, Bingo Loz and five instant and express lottery games.


Lutrija BiH operates in the Federation of Bosnia and Herzegovina and Brčko District. Te company was founded in 1951 and is the state lottery and runs lottery draws, TV Bingo and SuperLoto plus sports betting and online betting and lottery. Te lottery pays a monthly fee of 10 per cent on the total turnover.


In 1962 the Loto games were introduced and the 6/49 system and in 1973 the lottery became self managed and independent from the state.


Interest in the lottery is waning and in 2015 Lutrija reported a profit of KM138,000 compared to KM4.3m back in 2011.


Novomatic has been a partner with Lutrija since 2006 and in 2010 El Casino was opened by Novomatic and Lutrija at the Sarajevo Hotel Holiday Inn. Tis casino has since closed. In 2015 Novomatic renewed its existing partnership agreement with Lutrija BiH for a further 10 years and the company founded HTL doo Sarajevo which has since placed some 1,500 Novomatic machines into the market.


Under the latest Games of Chance Law (2015) Lutrija is allowed to operate up to 1,500 slots maximum which is 500 more than permitted under the previous law.


Lutrija BiH operates two types of automatic slot halls clubs in the Federation. Te first operates some 1,000 slots via 53 clubs with machines supplied by Novomatic. Te second type of club offers 420 slots in around 70 locations supplied by various manufacturers including Novomatic, Evonia, Cratos and Sigma. Electronic roulette is also available.
