Casinos authorised in four counties approved by local ballot

Arkansas

Casinos have been authorised in Crittenden, Garland, Pope and Jefferson counties in Arkansas as part of a balloted vote approved on November 6. Te licences have been authorised to Southland Racing Corporation (Southland) for casino gaming at a casino to be located at or adjacent to Southland's greyhound track and gaming facility in Crittenden County; to Oaklawn Jockey Club, Inc. side Philadelphia Phillies. Te contract, which also includes a provision for Kambi to support Greenwood Gaming with a potential sports betting operation in the neighbouring state of New Jersey, followed a thorough selection process, with Kambi's unblemished record of regulatory compliance and corporate probity key to securing the deal.

Kristian Nylén, Kambi Chief Executive Officer, said: "Greenwood Gaming represents yet another exciting partnership for Kambi, as we continue to establish ourselves as the premier choice for operators looking to enter the U.S. sports wagering market with a quality product and trusted partner.

John Dixon, Chief Technology Officer at Greenwood Gaming and Entertainment, said: "We are excited to be working with an experienced, successful sportsbook partner that can bring best-in-class systems and odds making to the Parx-branded sports betting products.”

Te measure was designed to grant Southland and Oaklawn automatic licenses to conduct casino gaming. Under the measure, the remaining two licenses require applications and require applicants to pay fees to apply, demonstrate experience in conducting casino gaming, or a furnish a letter of support from the county judge.

Under the measure, for each fiscal year, casinos are subject to a tax rate of 13 per cent on the first $150m of net casino gaming receipts and a rate of 20 per cent on net casino gaming receipts exceeding $150m+. Under the measure, no other taxes can be imposed on casinos. Tax revenue from casinos was designed to be distributed as follows: 55 percent to the State of Arkansas General Revenue Fund; 19.5 percent to the city the casino is located in; 17.5 per cent to the Arkansas Racing Commission for deposit into the Arkansas Racing Commission Purse and eight percent to the county.

Maryland

A survey in Maryland reveals the public would vote in favour of legalising sports betting, adding to the existing lottery and horse racing betting. Te survey, carried out by Washington Post-University of Maryland, saw 53 per cent of people voting in favour with 37 per cent voting against. A Maryland bill asking for a voter referendum on sports-betting was approved in the House of Delegates in March meaning the state’s voters will get a referendum, but not until November 2020. Gordon Medenica, Director of Maryland’s Lottery and Gaming Control Agency that runs the lottery and overseas the state's six casinos, said: “We expect sports-betting legislation to be taken up this coming session as there seems to be broad support for some form of sports-betting in Maryland." MGM Harbor, located in Prince George’s County, said: “Maryland stands to lose a competitive edge and could have to play catch-up."
