El Comité Especial del Senado de Brasil ha aprobado una nueva legislación sobre el juego. El proyecto de ley es una versión actualizada y modificada del borrador presentado por el senador Ciro Nogueira en 2014, pero con una serie de enmiendas significativas. Ahora se someterá a votación, según información facili- tada por el Senado.

Te Special Committee in the Brazilian Senate has approved new gambling legislation. Te bill is an updated and modified version of legislation drafted by Senator Ciro Nogueira in 2014, but with a number of significant changes. It will now go forward for a vote, according to information provided by the Senate.


Gaming legislation is being debated as part of “Brazil Agenda” a set of new rules put forward by the President of the Senate, Renan Calheiros – a business-friendly agenda which is designed to provide a boost to economic growth.


Te bill proposes the legalisation of casinos, bingo halls, slot parlours and the popular “Jogo do Bicho” or “Animal Game.” Te text defines the types of gaming that can be played in Brazil, the criteria for how licences are to be granted and the rules for the distribution of prizes as well as how gaming is to be taxed in the future. Online gambling will be permitted over all platforms including mobile phones “or any other digital communication channel.”


Crucially, online gaming will be run on an exclusive basis by Caixa Econômica Federal, known locally as CAIXA. CAIXA is the biggest public bank in Latin America and is extremely well known locally. Storm International sells its casino operations in Mexico

Storm International has sold its Mexico business, Storm International South America (SILA) in Monterrey, operating since 2009, which comprises two complexes, Hollywood I and Hollywood II, with a total of over 1,000 slot machines. Both the amount and the buyer are not disclosed.


According to Storm, the properties are sold to optimise the company’s “geography of operations” and to receive additional investment to fund other projects, which are now undergoing final stages of development, to be announced


at a later date. Michael Boettcher, President of Storm, said: “Both the Monterrey and Mexican business environment have been very difficult to work with. My company invested well over $30m into Monterrey, employing over 400 staff and tried to build a future for everyone in our business. Tat business has become more and more complicated with the many changes and lack of transparency from the local authorities and SEGOB. We will now move forward and focus on other promising


opportunities and challenges in other countries that are more open to encouraging foreign investment.”


Darren Keane, CEO of Storm, added: “Our Mexican unit was profitable showing stable business indicators, however we decided to sell to concentrate on our preferable geographies – Europe and Asia. Currently, we have several new projects under development, which demand both financial investment and management to assure their success.”

For Bezerra Coelho, legalisation of gaming in Brazil could be a way to generate additional taxes, provide jobs and raise government income. According to forecasts a regulated Brazilian gaming industry could generate revenue of R$29bn in taxes over the next three years. In presenting the amended act, the Senator stressed that it sought to meet the recent suggestions put forward by colleagues and senators as well as representatives from a number of government agencies.


According to the report, gaming will come under the supervison of the Federal governmment and Caixa will become the regulatory body and will be responsible for monitoring the industry and granting licences. A bidding process will be initiated and gaming licences will be granted for as long as 25 years depending on the purpose of the licence and may be renewed for the same period but only once.
