Te licensing process is newly designed as a two stage, the Ministry of Finance will provide basic permits to verify the eligibility of applicants and meet all technical and technological requirements, but permits for the location of gaming space will be exclusively in the competence of the respective municipality.


“As far as social responsibility is concerned the players will be registered through bank accounts. Te electronic system will not allow a game to people under 18, who will be in insolvency, are on benefits or have a court ordered ban on playing. Te casinos will be obliged to offer their players a possibility to limit their losses.


“Generally it is expected that the new code will bring a substantial reduction of the gaming business in Czech.”


THE VLT SECTOR Te VLT sector has not escaped changes in the


Czech market and many are worried about the


loss of venues under a new amendment to the VLT law.


Tere are two types of gaming machines operating in Czech mainly the VHP (Vyherni Hraci Pristroje) or slot/AWP and the IVT (VLT). Te VLTs operate with a central lottery system or CLS (Centralni Loterni System).


Under the new law all machines will have to be connected online with the authorities and players have to be registered in a central database and issued with players’ cards. Tis will monitor the amount they win and gamble and their type of gaming and location.


Te individual player can set up their own limits for losses over a certain period of time and also their own exclusion from gaming. Tere will also be an interruption after two hours of continuous play. Tese new regulations means the Ministry will have to introduce a complicated software package and a supplier for this is expected to be announced by the end of this year. It could in theory take at least two years to implement.


“Who would want to be a registered player where financial authorities monitor how much they have lost and won and where they are playing?” said Martin Zych.


“Tis kind of information could become very dangerous if it escapes from the register. It would not be the first case in this country when private sensitive information is discovered.”


Te technical games will be licensed in two stages – first the MoF will issue a Master Licence to confirm the operator fulfils the general requirements of the law and then local authorities will then issue an Operation Permit for each individual machine and site.


Maximum bet on machines in arcades is CzK100 and in casinos CzK1,000. Each town will still have the right to regulate gaming in its own territory including a complete gaming ban if they request it.
