permanent benefactor, as chairman of the Veterans Memo- rial Committee for three years, and was South Dakota Elk of the Year in 1991, and was made Committee Chairman of the Year in 2003 and in 2009; and Whereas, He has served the Grand Lodge with distinc- tion as district deputy for the East District in 1989–1990 and served on the Grand Lodge State Associations Commit- tee from 1994–1996; and Whereas, He served in the US Navy Reserve for twenty- one years and was on active duty aboard the aircraft carrier USS Ranger in the Pacific theater, was awarded Outstand- ing Naval Reservist for South Dakota in 1969, and is a member of the American Legion and a life member of the VFW; and Whereas, He and his wife, Elaine, have been married for fifty years and have three daughters and two grandsons; now therefore Be it resolved, That Sioux Falls, South Dakota, Lodge No. 262 is honored and privileged to present to the 2011 Grand Lodge Convention in Phoenix, Arizona, the name of Harlan H. Harris for Grand Esteemed Lecturing Knight Whereas, The officers and members of Charleston, West Virginia, Lodge No. 202 appreciate the time, dedication, ser- vice, and counsel extended to the lodge, to the West Virginia Elks Association, and to the Benevolent and Protective Order of Elks by Richard E. Harris
over the past forty-five years; and Whereas, He has been constantly involved in the affairs of the Charleston Lodge since becoming a member in 1965, progressing through the chairs and serving as exalted ruler in 1972–1973, a lodge trustee for five years, and participat- ing on many lodge committees; and Whereas, He served the Order as district deputy for the South District in 1984–1985 and unselfishly completed the years both before and after his appointment when asked by the state sponsor; and Whereas, He has been involved with the Hoop Shoot Program since its inception in 1972, serving as lodge direc- tor, district director, state director, and for twenty-two years as regional director for Region Ten, covering North Carolina, Virginia, Maryland, Delaware, District of Colum- bia, and West Virginia, many times holding several respon- sibilities simultaneously; and Whereas, He served as state vice president for three years, was elected state president in 1992, and then served for five years as a state trustee, and was a member of the board of the state major project; and Whereas, He served his lodge as secretary from 1986 to 1995, was bestowed with honorary life membership in 1996,

and was named state Elk of the Year in 1982; and Whereas, He served his community by volunteering with the United Way fund-raising drives and as a member of its board for twelve years, where he was recognized with its highest award, the Helping Hand Award; and Whereas, He is a graduate of Virginia Polytechnic Insti- tute and State University, is a registered professional engi- neer, a fifty-eight-year member of the International Union of Bricklayers and Allied Craftworkers, a retired commer- cial contractor, and served as president of the Kanawha Valley Builders Association in 1972 and has served as a member of the board of the Mason Contractors Association of America since 1975; and Whereas, He was named a Distinguished West Virginian by Governor Gaston Caperton in 1997 in recognition of his contributions to the Order, to his community, his industry, and the great state of West Virginia; and Whereas, He and his late wife, Jeannie, raised five chil- dren, all college graduates, in the busy lifestyle required by the foregoing accomplishments; now therefore Be it resolved, That the officers and members of Charles- ton, West Virginia, Lodge No. 202 are honored and privi- leged to present their full support of Richard E.
