UK accident statistics show continued downward trend


THE Amusement Device Inspection Procedures Scheme has once again received praise from the Health and Safety Executive following the announcement of a further reduction in accidents for the 2008/09 season. At the 2009 meeting of the Fairgrounds and Amusement Parks Joint Advisory


Committee (FJAC), Cameron Adam, HM Principal Inspector of Health and Safety, outlined improved accident figures, highlighting the importance of the ADIPS Scheme in contributing to the Industry’s impressive safety record. The statistics demonstrate huge improvements for the industry showing a


71 per cent reduction in total accidents between 2001/02 (428 accidents) and 2008/09 (124 accidents). In restating HSE’s support for ADIPS, Mr. Adam noted the fact that the


downward trend in accidents to both the public and employees continued, stating that in the period April 2008 to March 2009 there had been one fatality to an employee at Kirkcaldy Links, which HSE had investigated but no action had been taken. There had been no fatalities to the public during the same period so the situation “continued the good story,” he added. There had, however, been a fatality in May 2009, involving a small child who came into contact with a roller coaster when it got inside the security fencing. He stressed that the point to make was that,


while HSE was pleased with the reduction in accident numbers in general, there was a “bottoming out” of accident numbers to employees and they would like to see a further improvement in these figures. Mr. Adam added that while the downward trend


in incidents was encouraging there was no room for complacency and continued efforts must be made by ride controllers and the industry trade associations through the Amusement Devices Safety Council (ADSC) to maintain improvements in health and safety and in doing so further reduce the number of accidents to members of the public and employees.


HSE will continue to work nationally with the industry through the Fairgrounds


Joint Advisory Committee and the ADSC, he continued, to achieve lasting improvements in health and safety standards. HSE’s National Fairgrounds Inspection Team will continue to inspect travelling fairs and theme parks and investigate incidents. This year the team will be focusing on the quality of ride inspection and documentation, as well as electrical safety and safe working at heights. These improvements mark the continuing success of the Industry’s self-


regulation through the ADIPS scheme, painting a much brighter picture of the industry to that of 10 years ago when a cluster of fatalities was experienced in 2000 leading to a major review of fairground safety by Paul Roberts of the Health and Safety Commission. ADIPS general manager Luke Ditchburn noted: “The 2008/09 accident


figures provide an excellent news story for the industry and once again demonstrate the effectiveness of the ADIPS scheme. Despite this good news, we will not be complacent and we will continue to develop the scheme and enhance safety standards, reviewing processes and improving benefits for all industry stakeholders.”
