2017 saw significant progress on Conwy County Borough Council’s new Coed Pella oces in Colwyn Bay Town Centre. The 9,077sqm (97,708sq), four storey BREEAM Excellent building, with mulstorey car park, is being delivered by the Local Authority’s development partner, Muse Developments. The £35 million scheme is being funded by M&G, and is due for compleon in October 2018. The development is part of the Council’s modernisaon agenda, which will result in a significant number of oces closed, with sta and services relocated into the new building. Consolidaon of the administrave estate will provide occupaon al benefits as well as stang and service benefits, but is also seen as an investment in the local area and assist with the Council’s aim of supporng a vibrant town centre economy.


“We have formed a strong partnership with Conwy and are excited to be delivering one of the most signifi cant oce developments in North Wales for a generaon. The Council has successfully used its covenant strength to enable an aordable rental to deliver the development and they are looking to use its sta as fooall in the town centre to assist with the wider regeneraon iniaves.” commented Wes Erlam, Devel opment Director for Muse. The Council, along with the Welsh Government, have invested significant money in Colwyn Bay over the last few years, be it in a new events arena and sporng facility at the Zip World Sta dium, town centre improvements, or the much improved Colwyn Bay Waterfront. The Coed Pella oces will be a direct boost to the town centre and the Council hope that it will be the catalyst for further private investment and secure the town as a key administrave centre in North West Wales. Situated on the A55 Chester to Holyhead Expressway, and on the main train line to London, Colwyn Bay’s access to towns along the coast and the North West of England is unrivalled; the town is well placed to access inland and nearby rural areas, which, down the Conwy Valley has seen an explosion in adventure tourism of late.





“The Coed Pella oces will provide a base for 750 sta as well as a diverse range of spaces for collaboraon and innovave working, as well as dedicated and specialist rooms for specific funcons which we as an Authority deliver to our customers. The new oce will replace up to 20 oces, all of which have their limi taons in terms of operaons, investment and modernising the way we work” commented Bleddyn Evans, Project Manager for the Council. The Council will be releasing a number of former oces in the County, providing a range of redevelopment opportunies.


Whilst progress on construcng the oces has been impressive, the Council have also been pleased with the number of large subcontracts which have successfully been issued by lead contractor, Bowmer & Kirk land to local companies. “The Muse and Bowmer & Kirkland team have understood what Conwy wanted in terms of engagement with the local business community. We’ve had two large work packages go to in County companies, meaning that the spend remains local, and that local companies develop their capacity and capability. This provides added benefits to the local economy as part of the project. A number of inia ves have also been delivered through the project’s agreed Social Value Plan, with the partners working with The Prince’s Trust, CITB, local college and schools” added Bleddyn Evans.


Upon compleon, the Council will enter into a 40 year lease with M&G, with the opon to acquire the land and buildings for £1 at the end of the term.
