BRASIL Reeligen presidentes pro-juego en Diputados y Senadores
Los diputados federales y senadores que fueron elegidos en octubre de 2022 asumieron el cargo esta semana, y tras la ceremonia, las dos cámaras pasaron a votar por la elección de sus presidentes. Ambas cámaras eligieron a legisladores a favor de la legalización de los juegos de azar en Brasil, con el diputado Arthur Lira y el senador Rodrigo Pacheco, reelegidos, y asumiendo sus respectivos cargos para así reafirmar la posibilidad de aprobar finalmente el proyecto de ley para legalizar la actividad en el transcurso de este año. A partir de ahora, el senador Pacheco tiene la capacidad de poner en marcha la agenda que se adoptará para los debates sobre el proyecto de ley 442/1991, para legalizar casinos en Brasil. Este proyecto de ley fue aprobado en la Cámara de Diputados el año pasado y en el Senado se convirtió en el PL 2234/2022. El presidente de la Cámara puede sacar el proyecto de ley, a pesar de la presión de la bancada evangélica y conservadora del Senado, pues con el fuerte respaldo para su reelección a la presidencia, tendrá más libertad para definir una agenda positiva para el sector. En varias ocasiones el senador Pacheco
ha dejado en claro que podía poner el proyecto en debate porque Brasil necesita nuevas fuentes de ingresos, pues las proyecciones con que la aprobación ley de juegos para el país establecen que se puede generar anualmente, más de R$ 50 mil millones para las arcas públicas, casi US$10.000 millones. En la Cámara de Diputados, el presidente reelegido para el
cargo, Arthur Lira, ganó las elecciones holgadamente, y con esto, el sector del juego y las apuestas deportivas también han sentido un poco de alivio, ya que fue bajo la presidencia de Arthur Lira que se creó el Grupo de Trabajo para definir un marco regulatorio de los juegos en Brasil y que culminó con la votación y aprobación del PL 442/1991 para legalizar todas las actividades de juego en el país.

Pro-gaming presidents re-elected in both legislative Chambers
The federal representatives and senators who were elected in October 2022 took office this week, and after the ceremony both Representative and Senator chambers went on to vote for the election of their respective president. In both cases, legislators re-elected candidates in favour of the legalization of gambling in Brazil, with Rep. Arthur Lira and Senator Rodrigo Pacheco taking up their respective positions in order to reaffirm the possibility of finally approving the bill to legalize the gambling activity in the course of this year. From now on, Senator Pacheco has the capability to set up a
sessions diary to pursue legislative debates on bill 442/1991 to legalize casinos in Brazil. This bill was approved in the Chamber of Representatives last year, and when moved up to the Senate the bill became PL 2234/2022. The Senate president can now address debating the bill, despite pressure from the evangelical and conservative caucus of the Senate that oppose gambling. Because of the strong support of his re-election to the presidency, Senator Pacheco will have more freedom of action on this delicate issue.
On several occasions, Senator Pacheco has made it clear that he could put the gambling project up for debate because Brazil needs
new sources of income. Expert estimates on approval of gaming legislation for the country establish that more than R$ 50 billion can be generated annually for the public exchequer, almost US $10,000 million. In the Lower House, the president re-elected to the position,
Arthur Lira, won his election comfortably. With this, the gambling and sports betting sectors also have felt a bit of relief, as it was under the presidency of Arthur Lira that the Working Group was created to define a regulatory framework for gambling in Brazil. This concluded in the vote and approval of PL 442/1991 to legalize all gambling activities in the country.
