Argentina - Casino Mendoza selects Zitro Zitro’s Link King and Link Me multi-games have made their debut at the newly licensed Casino de Mendoza in General Alvear, Argentina. President Orders Lottery Overhaul
President Luis Abinader has ordered a major overhaul of the lottery sector in the Dominican Republic stating that regulation is now a matter of national interest.
Te Federation publicly stated that there was there was an ‘operating mafia’ allowing the placement of lottery outlets throughout the Dominican Republic.
DOMINICAN REPUBLIC LEGISLATION
President Luis Abinader has ordered a major overhaul of the lottery sector in the Dominican Republic stating that lottery regulation is now a matter of national interest. Te decision was contained in Decree 63-22, which also gives the Ministry of Finance the responsibility to prepare or put forward any new regulatory measures that might be necessary.
Te administrator of the National Lottery, Teófilo Quico Tabar, announced after the decree was published that he intended to "create an environment of respect and harmony, credibility and transparency, where there is no one outside the law or above the law.”
He added that regulation would be his sole objective. "I make myself available to all those who want to go in that direction - hoping not to find obstacles along the way. Because I do not have the time nor the age to distract my attention on another objective that is not the regularisation of lottery outlets," Tabar said.
In addition, the official summoned the directors of the National Federation of Lottery Banks (FENABANCA) for an official meeting at the National Lottery offices. “Te line that we are
going to follow is totally different from the one that has been applied for years. We intend to eliminate any unnecessary bureaucratic procedure, create a platform in which all the country's lotteries are duly incorporated, and accept under oath as good and valid the information they offer us,” he said.
Te official also announced that negotiations have already begun with the Attorney General's Office and other state regulatory bodies "to coordinate actions in a joint and effective manner.”
In February, lottery outlets, which were operating illegally or outside the scope of their operating permits, were given 120 days to comply with new rules issued by the Ministry of Finance. Te announcement came after the National Federation of Lottery Shops (FENABANCA) requested the Attorney General's Office and the Ministry of Finance to carry out an in-depth investigation into a supposed criminal organisation which had infiltrated the lottery network. At a press conference, FENABANCA made an urgent call to the Attorney General's Office and the Ministry of Finance to intervene and investigate.
Puerto Rico First sports betting wagers get go ahead
Puerto Rico’s Gaming Commission was granted a temporary licence to the Casino del Mar de La Concha Resort so that its customers could bet on the Super Bowl. Te announcement was made by the Commission's executive director, Orlando Rivera Carrión. “We are granting the first sports betting operator licence in Puerto Rico to Casino del Mar and the Condado Hotel Service Group, Condado La Concha. It is temporary, but it is a licence that allows sports betting with the Super Bowl,” Rivera Carrion said.
Initially, players were only able to bet on the game between the Cincinnati Bengals and the Los Angeles Rams at the Casino facilities. Online betting was enabled soon after. Te Cincinnati Bengals and Los Angeles Rams met at SoFi Stadium in Inglewood, California, for Super Bowl LVI. Te director of the board said that sports betting could generate as much as US$60m annually for the Government of Puerto Rico.
In September 2021, MGM and Casino del Mar at La Concha Resort announced that they had agreed to a deal that would see BetMGM open a sportsbook at the resort’s casino as well as offer online sports wagering across the island. BetMGM said it would expand its retail and mobile sports betting offerings to Puerto Rico.
In November, Puerto Rico’s Gaming Commission announced that it had submitted Sports Betting Regulation Number 9316 and Fantasy Contest Regulation Number 9317 to the State Department. Te new regulations are part of Law 81 2019 Te Betting Committee Act. Both bills went into effect in November. As a result of the two new regulations the commission announced that it would be authorised to begin the evaluation processes for those wanting to offer betting and fantasy sports on November 22.
Brazil
President of the Brazilian Chamber of Deputies, Arthur Lira, has confirmed that Bill 442/91 is on the legislative agenda and should soon be debated. At a press conference Lira said that the Chamber would discuss the bill online, contrary to what had been requested by the evangelical caucus who want to debate the issue face to face. Lira said that “games are on the agenda and as soon as the text is really well consolidated by the rapporteur, it can be brought to the plenary." Lira added that everything was ready for a vote apart from small final adjustments to the text now being drafted by the rapporteur of the project, deputy Felipe Carreras. As for the president of the Chamber, he claims that everything possible has been done so that the proposal can be put forward for a vote.
