Lawmakers Approve Major Gambling Bill Te Chamber of Deputies has approved the basic text of the bill that legalises


Argentina - Betsson live in Buenos Aires Betsson, together with land-based operator, Casino de Victoria, has been granted a licence for both the Province and the City of Buenos Aires, Argentina, and both of these are now live.


Betsson has partnered with Casino de Victoria, part of Grupo Mautone, in an effort to become a market leader in the rapidly growing online market by combining Betsson’s digital know-how and technical platform with Casino de Victoria’s local market expertise.


Argentina - SIS and Codere extend partnership SIS has agreed a deal with Codere to extend the distribution of its 24/7 Live Racing Channels to the operator’s Argentine customer base.


SIS’s existing deal with Codere provided its racing content to the Spanish operator’s online operations in Spain and Mexico. Codere’s Argentine online customers will now also have access to SIS’s live UK and Irish horse racing and international meetings.

Brazil - Challengermode expands into Brazil Esports platform Challengermode has announced its first move into LATAM esports in partnership with Yup.gg, the Singapore based gaming and esports marketing platform.


Challengermode is to provide the platform for Season 1 of Yup.gg’s YUPCUP, a series of esports competitions for players based in Brazil. Players will be given the chance to compete across games including Valorant, Street Fighter, Wild Rift and League of Legends for a total prize pool of over 40,000 reais, giving esports competitors at the grassroots level a chance to compete in a professional setting.

Te Chamber of Deputies has approved, by 246 votes to 202, the basic text of the bill that legalises gambling in Brazil, such as casinos, bingos, the animal game and online games, through licences on a permanent basis or for a determined period.


According to the text, casinos may be installed in resorts as part of an integrated leisure complex that must contain at least 100 high-end hotel rooms, meeting and event venues, restaurants, bars and shopping centres. Te physical space of the casino must be, at most, equal to 20 per cent of the complex's built-up area, and electronic and roulette, card games etc. will be permitted. In order to determine where casinos can be opened, the Executive Branch must consider the existence of the tourism industry and the economic and social potential of the region.


Tere may be three casinos when the state’s population is greater than 25 million. Only one region currently meets this requirement: São Paulo. For states with more than 15 million and up to 25 million inhabitants, there may be two casinos (this will be the case for Minas Gerais and Rio de Janeiro). In other states and in the Federal District, with a population of up to 15 million inhabitants, there may be only one casino. Each economic group may hold only one


licence per state, and licensing will be carried via a public bidding process which be decided on the technical and financial bids put forward by potential operators. Te Executive Branch may grant the operation of up to two establishments in leisure complexes in states measuring more than 1 million sq.km in size.


In locations classified as tourist centres or destinations, the installation of a casino will be allowed, regardless of the population density of the state in which they are located. Te proposal defines these places as those that have a regional identity, adequate infrastructure and offer tourist services, high density of tourists and hold the title of being a natural heritage of humanity site. In addition tourism must already be an important economic activity in the area. A tourist casino will not be permitted to operate less than 100 km away from any casino integrated into a leisure complex.


A new measure was also included in the bill as it allows the operation of casinos on river vessels, one for each river measuring 1,500 km to 2,500 km in length; two for each river with a length between 2,500 km and 3,500 km; and three per river with a length greater than 3,500 km. Tese vessels may not be anchored in the same location for more than 30 consecutive days, and there may up to 10 of these licences.


Uruguay $US200m hotel gets go ahead in Uruguay


Pablo Monsuárez, a legal representative for the Cipriani group, has signed the contract for a new hotel in Punta del Este. Italian businessman, Giuseppe Cipriani, met a strict deadline in order to sign the contract for the licence of the new casino and hotel. Te legal representative signed the agreement thus guaranteeing that work on the project will go ahead.


Monsuárez said changes had been made, but that they were minor. Te signing of the contract for the concession of the casino commits the Italian businessman to deposit a guarantee of US$ 7.8m, in a period not exceeding 10 days. Cipriani must now present his plan to the Municipality of Maldonado to finally start work on the land where the old San Rafael was demolished.


It is estimated that in total the new operator will have to invest at least US$ 160m in the new project. Te bidding document ruled that in order to build a new and similar enterprise in that area, the investment made for the Enjoy Hotel must be equalled or surpassed. Te tender for the new casino was put on hold after representatives of Baluma S.A., the owners of the hotel and Casino Enjoy (formerly known as the Conrad), lodged a last minute appeal to suspend the tender. Te government rejected Enjoy’s appeal over the casino in February 2020.


Te terms of the licence states that the amount to be invested in the construction of the new luxury hotel must be equal to or greater than US$160m.


LATAM
