ANJ Targets Under-Age Gambling
Despite the ban on minors, both at physical points of sale and on the Internet, there has been an increase in France with regards to under-age gambling.
A survey of 5,000 young people aged 15 to 17 revealed that 34.8 per cent said they had gambled at least once in the 12 months preceding the study.
FRANCE LEGISLATION
In 2021, 34.8 per cent of 15-17 year olds in France said they have played at least one bet, according to SEDAP (Société d’Entraide et d’Action Psychologique). SEDAP, in collaboration with the National Games Authority (ANJ), conducted a survey of 5,000 young people aged 15 to 17. Te results revealed that 34.8 per cent of the minors questioned said they had gambled at least once in the 12 months preceding the study. Boys are more sensitive to this phenomenon which affects all socio-cultural backgrounds. Te minors surveyed, on average, started gambling at 13 years and three months.
Scratch card games are the most prominent form of gambling with these young people, 78.4 per cent of whom, mostly girls, admit having succumbed at least once. 48.4 per cent of minors surveyed said they had played lottery games and 28.3 per cent, mostly boys, had bet on sports bets. In addition, 60.1 per cent of the minors questioned during this study would play several games and 50.1 per cent would play via the Internet.
If these results are related to all young French people aged 15-17, it appears that more than a quarter of minors have played scratch cards (27.3 per cent of young people), that about one in six carried out draw games (16.9 per cent) and
nearly one in 10 sports betting (9.9 per cent), according to the ANJ press release.
Tese figures raise several observations: the ban on sales is clearly not perceived as an obstacle and access to the game is often facilitated by parents, who are often partners in purchasing and playing. In addition, 86.6 per cent of the panel said they were influenced by advertising.
Te study also shows that 12.9 per cent are moderate-risk gamblers and 21.9 per cent excessive gamblers (with more boys than girls presenting problematic practices). While the proportion of gamblers aged 15 to 17 is equivalent to that observed in 2014, the proportion of problem gamblers has risen sharply from 11 per cent to 34.8 per cent. By relating these results to all 15-17 year olds, the prevalence is estimated at 4.5 per cent of moderate-risk gamblers and 7.6 per cent of excessive gamblers.
Isabelle Falque-Pierrotin, the president of the ANJ, said: “Te ANJ is determined to mobilise all its tools to vigorously fight against these practices, including through sanctions. It is also necessary that all the actors concerned mobilise, parents, operators, social networks and public authorities.”
Czech Republic Tom Horn Gaming makes Czech market entry

Germany
Te approval of online casino games has now been legally regulated in the German state of North Rhine-Westphalia with the Düsseldorf state parliament signing in legislation to allow a maximum of five concessions to be granted to different providers in NRW. NRW Interior Minister, Herbert Reul (CDU), said: “Te law has been notified before the EU Commission. No objections have been raised. Te state parliament committees did not reveal any fundamental problems with the draft law.”
Te new state treaty on gambling came into force in Germany in July, paving the way for online casinos, although the structuring of the regulation lies with the federal states.

ITALY – Greentube has further cemented its position in the Italian market with the acquisition of Admiral Sport. Admiral Sport offers a betting and casino site in Italy under the AdmiralYes brand and has been operated by NOVOMATIC Italia since 2012. In addition, the company runs a retail network of more than 100 betting locations in the country.

The acquisition comes months after Greentube announced the takeover of Italian developer, Capecod Solutions, and will see it further expand its footprint in the established gambling market.
