After a long and tortuous process following many years of legislative wrangling, sports betting is now live in the State of Rio de Janeiro.

Brazil - Calls grow for event betting limits Brazilian deputy Júlio Arcoverde President of the Parliamentary Commission (CPI) into match fixing has spoken out in favour of a possible ban on betting on certain events in play such as penalties and corners. As reported by Brazilian media outlet Globo, Arcoverde argued that banning bets on events in- play removed a large part of the problem related to match fixing.


“I think the model adopted in France could be adopted in Brazil, with the creation of a regulatory agency. There it is forbidden to bet on [events] . . . such as corner kicks, penalties, yellow cards . . . You bet on the result of the first half, the second and the final result,” he said.


The lawmaker also argued that Brazil needed to create a regulatory agency for betting to prevent new cases of match fixing: “I can mention France, which has a betting regulatory agency. There are several proposals. We are studying what is happening in the world, because it is not just a problem in Brazil.”


Arcoverde also argued that the CPI should have a role beyond sanctions and should work with the Ministry of Finance on regulation and supervision. Arcoverde’s calls for a restriction on sports betting options mirror that of another deputy Ricardo Ayres. In June, Ayres, who is also a member of the CPI, put forward two bills that could restrict the legalised sports betting market.

Rede Loto has launched sports betting in the State of Rio de Janeiro. Adopting the name Loto Carioca for its sports betting product, the launch comes after Rede Loto was granted a five year licence to operate sports betting in the state in June. It is permitted to operate online betting as well as via physical outlets.


Before being approved, Rede Loto went through a process of proving that it met with all the technical and legal requirements as stipulated under state law, following Loterj’s policy of social responsibility, such as promoting safe play, combating fraud, as well as the prevention of money laundering and terrorist financing.

Te ruling came after the state of Rio de Janeiro took the federal government to the Supreme Court when the federal government directed the state to shut its lottery


operations after the lottery began to offer new games.


It’s been a busy few weeks in the lottery space in Brazil as state governments seek to roll out their own products. IGT and Scientific Games just announced that it had been awarded a 20- Year Lottery Contract for Loteria Mineira Brazil as part of a consortium.


IGT Global Solutions, a subsidiary of International Game Technology, along with Scientific Games and local partner SAGA Consultoria e Representações Comerciais e Empresariais, formed a consortium and executed a concession agreement with the Minas Gerais State Lottery to operate an instants and passive lottery in the State of Minas Gerais. Te consortium will bring instant and passive games to players in the south-eastern state of 21 million people where lottery games are the only form of legalised gaming. Currently, only Keno and a national draw game are offered in the state.


Uruguay International tender for Hotel Casino Carmelo


A group of Chilean-German investors have shown an interest in taking part in the international tender for the Hotel Casino Carmelo. Members of the group told local news outlet Carmelo Portal that the biggest change that the proposal would have would be to establish a new concept of a “Hybrid Hotel" at the location.


Te building would be restored but there would be spaces where the services of the hotel and a simultaneous flexible office would be combined the source said. Hybrid hotels are multifunctional, blending co-living, co working and shared social spaces and can adapt to the users’ requirement.


"We are thinking of offering a resting place, a casino, where both concepts will allow guests not to neglect their business or work, so that some rooms can quickly be turned into an office or vice versa," the source said. Te project includes the construction of two more structures, architecturally


similar to the current hotel. "If we win the tender, we will take care of the history of this hotel from its architecture, we will even imitate it in two more sectors that the hybrid hotel project would include," they said.


Located in the Uruguayan town of Carmelo the term of the casino and hotel’s licence ended on June 30 and it closed in July 2020. In August 2021, the Undersecretary of Tourism, Renzo Monzeglio said that the hotel and casino would be reopened after a tender and it could be up and running over the next two years.


Te new owners will renovate the state owned property into a five star hotel in return for the licence to operate a casino on the premises. In May 2023, politicians in Colonia approved a resolution that wrote off a US$1.65m real estate tax debt generated by the previous management, Airemar Corp., between 1991 and 2020.


Ecuador


Te constitutional court of Ecuador has approved new taxes on sports betting. Te reforms are part of a much wider tax reform bill that includes tax cuts for most families. Te court had to endorse or reject two decrees signed by President Guillermo Lasso after he disbanded the National Assembly after facing a vote that could have ousted him from office.


Opposition members accuse him of turning a blind eye to embezzlement. When it comes to sports betting, the rule establishes that sports betting platforms must pay a 15 per cent tax on GGR according to local news outlet Telam.


In addition, operators will be responsible for imposing a 15 per cent withholding tax on player winnings. If a bet is placed via an operator that does not reside in Ecuador, the player must assume 15 per cent of the tax on the value of their bet at the time of placing it. At least 26 sports betting sites operate in the country according to Ecuador’s tax office.
