Lawmakers in Chile have been instructed to move forward with drafting online gambling laws after bill 035/2022 was approved in June.


Brazil - Inquiry hears player testimony The Parliamentary Commission of Inquiry (CPI) into match fixing has for the first time heard from one of the players investigated by the Goiás Public Ministry as part of its match fixing probe.


A sports tribunal in Brazil handed down a lifetime ban to midfielder Marcus Vinícius Alves in May. The sentence was handed down by the First Disciplinary Commission of the Superior Court of Sports Justice (STJD), which also sentenced the former player of Vila Nova, to pay a fine of R$25,000 (about US$5,000). In the same trial, the court sentenced Gabriel Domingos, also a former Vila Nova player, to a 720- day suspension and to pay a fine of R$15,000 (around US$3,000). The magistrates concluded that the two footballers accepted bribes in exchange for forcing yellow or red cards, committing penalties or harming their teams to favour criminal gangs involved in match fixing.


In the session held in the Chamber of Deputies, the player pointed out that players from other teams in the league could also be involved in the scheme. The player told the committee that he didn’t earn money to influence the outcome of the games but he did pass on the details of a fellow player Gabriel Domingos to criminals.


“They made me the proposal and I rejected it. My mistake was giving them Gabriel Domingo's' number,” he said. “They talked about clubs. Cruzeiro, Avai, Santos and, at the time, Atlético Mineiro. They even talked and sent me a video of the guys doing it for them.” Romário explained that Gabriel Domingues could not play regularly because he was not included among the eleven starting players in the match in question. He said that, later, one of the members of the gang threatened him:


“He came to charge me for a bet of R$500,000


(around US$104k). I said I couldn't pay for something I didn't do, and then his threats started.”


Argentina - LOTBA pens Sportradar agreement The Lottery of the City of Buenos Aires has signed an agreement with sports technology company Sportradar which will help the city government in its efforts to combat match fixing and fraud.


The document was signed by Martín Garcia Santillán and Federico Cattadori, President and Manager of Gaming and Betting Control for the city government. It constitutes a framework to develop channels of communication and for the exchange of information related to match manipulation. Juan Méndez, representative of Sportradar, provided face-to-face training to LOTBA personnel and shared practical experiences of the sports betting industry.

Te Government has incorporated the collection of Value Added Tax in the legislative proposal. Lawmakers who support the initiative argue that the sector has grown generating more than US$180m per year and is not paying taxes amounting to more than US$70m per year.


Online gaming and sports betting platforms will have to act under the .cl domain and comply with international technical security and transparency standards. Both the bidding process and all subsequent monitoring and control will come under the responsibility of the Superintendency of Gaming Casinos (SCJ), which will issue strict rules for responsible gaming measures and player protection measures. It will also review the companies who wish to offer online gambling in Chile.


A recent study carried out by firm Unholster and MORI on the perception, activities and profile of those who gamble in Chile showed that 73 per cent of those consulted are in favour of regulating the online betting market.


From the sampled group, 52 per cent said that they would stop gambling online when they found out that it was illegal, while 23 per cent said that would continue to gamble online. Regarding the age of online players, 36 per cent were aged between 26-40 years old, and 35 per cent were in 41-60 bracket.
